Out of 136 municipalities of Madhesh province, 33 local levels have not been able to bring budgets, policies and programs within the stipulated time. Most of the 13 local levels of Saptari have not brought the budget.

Out of the 18 local levels of Dhanusha, 6 local levels could not come up with budgets and policies and programs. Mithila Municipality, Kshireshwar Municipality, Nagarain Municipality, Kamala Municipality, Hanspur Municipality and other rural municipalities of Dhanusha could not bring the budget on time due to chief and deputy chief disputes.
Out of the 15 local levels of Mahottara, all 14 other municipalities except Jaleshwar Municipality have announced their budgets and policies and programs. In Jaleshwar municipality also, the municipal assembly was stopped due to the power struggle between the chief and the deputy chief.
Out of 17 local levels of Siraha in Madhesh province, 16 local levels have brought budgets, policies and programs till Tuesday. Since the mayor did not give time, the budget and policies and programs of the Siraha municipality could not come.
3 of the 16 local levels of Bara have not brought budgets and policies and programs. Jitpursimra sub-metropolitan, Suvarna rural municipality and Nijgarh municipality have not been able to come up with budgets and policies and programs due to the dispute between the chief and deputy chief.
Similarly, the 13 local levels of Saptari have not brought the budget for the next financial year within the specified time. The 4 municipalities of Saptari have not yet started the process for town-village assemblies. 9 local levels have not been able to bring the budget even after presenting policies and programs.
Rajviraj, Dakneshwari and Hanumannagar Kankalini municipalities have not started the process for assembly. In Agnisair Krishnasavaran rural municipality, even when the village assembly was called on Monday, the members of the assembly did not attend. In Khadak and Shambhunath Municipalities and Tirhut, Mahadeva, Bishnupur and Chinnamasta Municipalities, the policy and program were presented a few days ago by inaugurating the meeting, but the matter of bringing the budget has not been finalized.
Out of the 18 local levels of Rautahat, 13 municipalities have brought budgets and policies and programs. 5 Devahi Gonahi, Brindavan, Fatuwa Vijayapur Municipalities and Yamunamai and Durga Bhagwati rural municipalities have not been able to come up with budgets and policies and programs.
Among the 20 municipalities of Sarlahi, Parsa Rural Municipality has not been able to allocate the budget.
4 out of 14 local levels of Parsa district have not been able to bring budget and policies and programs. Chairman Lal Bahadur Shrestha informed that although the Thori Rural Municipality of Parsa has presented the policy and program, the budget will be brought within June 30. Similarly, Dhobini Rural Municipality has postponed the Municipal Assembly saying that it did not reach the majority. Vindhyawasini Rural Municipality and Chhipharmai Rural Municipality have also not been able to come up with policies and programs and budget.
