City Police, Nepal Police and Armed Police forcefully evicted those who tried to riot in the Municipal Assembly of Manrashisawa Municipality.
Due to the non-fulfillment of the interests of the people's representatives, conflicts have escalated in the budget and policies and programs of the local level. When there was an agreement on the budget allocation, in some places the budget of the local level has been announced with grandeur and pomp, and in some places there has been a situation of hand-wringing on the stage.
On Monday, in the 14th Municipal Assembly of Manrashiswa Municipality, when the Mayor Mohan Pandey was presenting the budget, policy and program for the financial year 082/83, the ward chairman and the executive members protested. The meeting was interrupted for a while. Mayor Pandey requested everyone to participate in the opening session and present their opinion in the closed session. But the anger of the disgruntled public representatives increased.
The event proceeded only after the City Police, Nepal Police and the Armed Police used force to take out those who tried to riot on the stage of the Municipal Assembly held in the Municipal Assembly Hall.
30 members of the Municipal Assembly, including six ward presidents, protested that the meeting and policies and programs were organized by force without discussion or action as per the pre-published notification. As the policies and programs of the previous financial year were not implemented in accordance with the law and the budget policies and procedures of the next financial year were not completed, even though the majority of the members of the municipal council demanded to postpone the meeting and discuss it, the city chief Pandey refused to do so. Ward president of 9 Sashibhushan Jha said .
On the other hand, at the opening of the village assembly, the ward presidents of Mahottari Rural Municipality have also objected saying that the chairman brought policies and programs and budget arbitrarily, and that there were irregularities in the operation of the budget last year.
Deputy head Zahida Khatun, 3 ward presidents and 7 people opposed the village assembly in Sonma rural municipality. Ashok Kumar Yadav, Chairman of Ward No. 1, said that although it should be in accordance with the Local Government Operation Act 2074, a memorandum was submitted to stop the budget, policies and programs being brought by the rural municipality chairman Visheshwar Prasad Yadav without holding ward meetings, selecting plans and meeting various committees. Last year also when there was a dispute in Senma, a municipal meeting was held inside the police circle.
Among the 15 local levels of Mahottari, Matihani, Manrashiswa, Ramgopalpur, Laeharpatti municipality, Ekdara, Pipra, Samsi, Mahottari rural municipality have released the budget and policies and programs for the next fiscal year. Local levels including Balwa, Aurhi, Sonma and Gaushala have prepared to bring the budget.
