Due to internal conflicts, development work is being affected in Rajviraj Municipality of Saptari. In the last one month, the municipality, which has been locked three times, has been affected by the dispute again.
Last time, the controversy broke out after removing the transfer of Dr. Shravan Kumar Sah, the chief administrative officer of the deputy secretary level, and giving the post to the head of the education branch of the eighth level, Bhogendra Prasad Yadav.
Local youth including the suspended mayor of the municipality Bhimraj Yadav alleging that the chief administrative officer of the deputy secretary level had been removed for doing irregularities at the end of the financial year, the work has come to a standstill after the municipality was locked down on Sunday.
They are protesting by sitting on an indefinite relay hunger strike after the lockdown. "In order to avoid irregularities, at the end of the current financial year, they wanted to transfer the chief administrative officer of the deputy secretary level and make him work from the acting chief administrative officer," he said, "otherwise, why was there a need for an eighth-level officer while being a deputy secretary level employee?"
Yadav, who was elected to the post of mayor from Janata Samajwadi Party Nepal, has been suspended in June 2019 in connection with the corruption case. However, due to internal conflicts, the municipality has not been able to spend even 30 percent of the budget in the current fiscal year. Acting Mayor Parveen said that she is currently in a 'meeting' and will talk about it later.
Earlier on May 9, the sanitation workers protested in the municipality demanding 16 days' salary due from last June . After the promise of providing salary, they suspended the protest and the lockout resumed. On May 14, the victim's family locked the municipality because they did not pay the medical expenses when they were hit by the Scorpio of the municipality.
Four days after the resumption of work, the work has been affected when the employees protested demanding the transfer of Chief Administrative Officer Saha and Planning Branch Officer Manoj Kumar Yadav, saying that the contract employees were removed.
