It has been found that there has been an increase in complaints to the Abuse of Authority Investigation Commission due to the lack of transparency of public representatives and employees at the local level. This was said by the participants of the interaction organized by the National Federation of Rural Villages Nepal in Bardibas on Friday regarding 'Local Government Discipline, Decentralization and Promotion of Good Governance'.
Tulsi Paudel, deputy secretary of the Abuse of Authority Investigation Commission, Bardibas, said that more complaints are received at the local level due to non-disclosure of information, asking for additional funds, and lack of coordination with stakeholders.
'78 percent of the complaints in the commission are from the local level,' Paudel said, 'among Sarlahi, Mahottari and Dhanusha, the highest number of complaints are from Dhanusha. Among the local levels of Dhanusha, the most complaints have come against Janakpurdham sub-metropolitan municipality, Jaleshwar municipality and Sarlahi's Barhathwa municipality the most.'
Paudel said that at the local level, payment of the scheme is made after 3/4 years and payments are not made for 4/5 years. He said that if the local level sends the answer late, if the answer is wrong, if more documents are sent than requested, if the answer is sent without on-site inspection, it will take time for the commission to investigate. Until the authority writes to stop work and payment Poudel urged the public representatives and employees who could not be stopped.
According to him, there have been complaints about wrong estimates at the local level, purchasing by splitting the budget, preparing specifications with wrong intentions, buying more materials and piling them up, not filing the goods or preparing wrong reports . Similarly, he said, complaints will be made to the commission on matters such as substandard construction, wrong assessment, fake educational certificates, collusion in school pools and other contracts, misuse of subsidies, revenue leakage in the sale of stone, gravel, sand and misuse of vehicles.
Pushpa Prasad Guragai, chief fund controller of Sarlahi, said that the situation at the local level has become alarming. Indra Prasad Ayarch, Deputy Secretary of the Auditor General's Office, complained that the rural municipalities did not show interest in the expansion of Beruzu.
Rajendra Prasad Pyakurel, executive director of the National Rural Federation of Nepal, said that although there is a provision to form an audit committee to maintain financial discipline at the local level, it is not formed and even if it is formed, there is a problem because the leadership is not strong.
