In Navrajpur rural municipality, it has been found that there is financial manipulation for the recruitment of teachers in contractual service. It was discovered that financial transactions took place when the municipality hired a teacher under contract in a public school.

Janata Model (Technical Edge) Secondary School located in Navrajpur-4 Sonvarsha, 12 teachers-employees were selected through a competition on 26th Baisakh. It is alleged that all those teachers-employees were appointed through financial transactions.

candidates are alleged to have raised Rs 3 to 5 lakh per person . In an audio received by Kantipur, Ghuran Yadav, the then Acting Chief Administrative Officer of the Municipality and currently Head of the Planning Branch, and Jivach Yadav, a member of the School Management Committee, who were involved in the process of hiring teachers and staff, said this. In the

audio dialogue, it is heard that someone gave three lakhs, someone gave five lakhs . Similarly, the administrative officer said that he also understood the money with some of the candidates, while with others, they spoke during the dialogue that village chairman Shiv Udgar Yadav and his wife, school management committee chairman Ramchandra Yadav and principal Murari Sharma understood.

In particular, it can be heard in the audio of the conversation that Principal Sharma shared the money with most of the candidates and that administrative officer Yadav inquired with the committee member Jeevach, suspecting that the distribution of the money may be on the wrong side.

Administrative officer Yadav has said, "Mukesh's three lakhs is with Murari, Devram's five lakhs is also taken by Murari, only one Saptariwala and Prabhat Thakurbala are Mukhiya and Mukhiyain (village president and his wife), if all the other money is with Murari, what is left of it?" Does he give an account book?'

Similarly, administrative officer Yadav has expressed his displeasure saying that even after taking the money of one candidate, the work could not be done, the said money has been spent in three parts and now it is time to return it. "I took money from one of the candidates, it didn't work, now I have to return it," he said, "but I have given that money in three parts to the president's work, now what will happen to it?" Today, I have told this to Netain (President's wife) as well.' During the

dialogue, to calm the Administrative Officer Yadav, Jeevach said that Principal Sharma will give an account of all the money. "Murari gives the account of all the money, there is nothing to be given, don't panic," he said in the audio dialogue.

From this conversation, it is clear that most of the money was in cash, while some money was also taken through the bank. Management committee chairman Ramchandra Yadav took 1 lakh 50 thousand rupees through NMB Bank along with the technical candidate Deepak Kumar Yadav.

Kantipur has received the bank statement that committee chairman Yadav received the amount through a check on 23 Jan 2081 from an account in the name of Deepak's father, Upendra Yadav, at the branch of NMB Bank at Sakhuwannkarakatti, Siraha. Even after taking the money, his work did not happen .

Deepak said that although he said that he would not give money saying that he is a good candidate and that he can also get a name, they told him to pay some amount for Nastapani. However, after receiving the amount of 1.5 lakhs, they asked for 3 lakhs more and he did not give it and that is why he was not selected.

'I said that I would not spend a single su, but they taxed me because I had to pay for snacks, my father gave me a check of 150,000,' he told Kantipur, 'They asked for cash, but I asked to give a check because I thought something would go wrong later. Evidence provided has been found. Kantipur has found the screenshots sent by the teacher Ram Sufal Yadav, who worked with Principal Sharma during the selection of teachers and staff, along with the question papers and answers to the WhatsApp of the candidates. According to

school, the examination for the technical field was conducted for the first time on 26th February 2081 from 3 pm to 6 pm. However, 14 hours before the examination, Ramsufal has marked the question paper and the answer on the WhatsApp of the candidates who have paid the money on March 10, i.e. February 26, at 1:13 am. Principal Sharma also admitted that he kept Ramsufal for help during exams.

'Yes, I had him together, he helped me,' he said, 'but he didn't have much of a role.'

According to an employee of the rural municipality, although 12 teaching staff were recruited in the school, money was collected from 15 of them. However, now that they have to return, there is a conflict between the people's representatives, teachers and employees on the one hand, and even the candidates who were not selected even after paying the money are posting various audios of the conversations at that time on social media.

The then administrative officer Yadav responded that he would not say anything. The principal of the school, Sharma, claimed that this matter was not true. "I am not responsible for who did what," he told Kantipur.

Shiv Udgar Yadav, Chairman of Rural Municipality, said that even though there are rumors about this matter, he has not come to him formally and he has claimed that the money he has collected is wrong. "Nothing has come to me formally on this matter, the fact that I have raised money is also baseless," he said, "I will see if a complaint comes to me with evidence." The

school issued a notice on June 16, 2081 and demanded 9 teachers and staff in various positions on the technical side.

For secondary level, 2 instructors in the second grade of civil engineering, 2 instructors in the third grade, 2 assistant instructors in the third grade for the lower secondary level, 1 teacher in the second grade of physics for the secondary level, 1 teacher in the second grade of chemistry and 1 lab assistant were requested. However, this school, which did not proceed with the process even after the candidate's application, issued another notice on 5th Chait, 2081, asking for three more teachers.

school had requested three students, one each for English, Nepali and accounting subjects for the higher secondary level . A total of 131 people applied for 9 posts in the technical field and 141 people applied for 10 posts in the higher secondary level . The candidates were asked to give two exams namely first paper and second paper . According to the

school, the examination was held for three days on February 26, 27 and March 2 for technical candidates, while for the candidates for higher secondary, both papers were held on March 29 . Similarly, the final result of all 12 positions was announced on May 26.
