Due to the lack of sanitation and open drains, with the onset of summer, there has been an increase in mosquitoes in the Rajviraj area of ​​Saptari. Dinesh Kumar Sah, Ward President of Rajviraj Municipality-4, repeatedly wrote to the municipality and asked them to spray mosquito control pesticides.

The chairman of other wards is also asking to spray insecticides for mosquito control . Even though the spraying machine and pesticides purchased last year worth 21 lakh 61 thousand 780 rupees are stored in the warehouse, the municipality is not spraying.

The municipality is now taking the advice of the health office about whether or not the pesticide can be used. Acting Mayor Israt Parveen says, "We have asked the health office whether the medicine we have purchased is suitable for spraying or not. I can say something only after receiving an answer from there." Shravan Kumar Sah said it was a mistake not to confirm the usage while purchasing. "It is necessary to make sure whether the medicine is suitable for spraying or not before purchasing, now it is a mandatory situation to ask the health office about whether it is suitable for spraying or not," he said. 

Rajviraj municipality had allocated 25 lakh rupees under the city level plan of 2080/81 under the title of purchase of mosquito killing machines and pesticides. On June 18, 2081, an agreement was signed with New Khan Auto Mobiles and Electronics of Rajviraj for the purchase of mosquito killers and spraying machines.

According to the documents provided by the municipality, the machines and pesticides provided by New Khan Automobiles and Electronics, which accepted the bid, were deposited in the store on June 6, 2081 . It appears in the document that two vehicle mounted SSE 1200 thermal fogger machines worth 637,000 excluding value added tax (VAT) have been purchased. 

In addition to VAT, two solder mounted SSE 650 thermal fogger machines worth 98,000 have also been purchased. Along with this, mosquito killer deltamethrin 125 percent ULV bags of 167.2 liters were purchased. 5 lakh 680 rupees has been paid for this pesticide at the rate of 2 thousand 650 rupees per liter.

Acting Mayor Parveen, Engineer Ashok Kumar Das and Store Manager Alam Khan have submitted a report that the goods are in good condition on June 6, 2081 of the mosquito killing machine and pesticide procurement plan. On the same day, the store was entered and a comment order was also made for payment.

After the order, a check of 20 lakh 58 thousand 684 rupees was given to New Khan Automobiles and Electronics on June 17. The machines and pesticides purchased last year have been stored in the municipal warehouse. Niranjan Prasad Yadav, head of the health department of the municipality, said that he was unaware of the procurement process.

'It was not purchased in coordination with our branch, the goods are not even in the store of the health branch, it may have been kept in the original store of the municipality . Had it been coordinated with our branch during the procurement process, the current situation would not have occurred,' he said, 'We have no advice or information about this pesticide procurement process.' Shah inquired about the available pesticides and spraying machines. "After talking about the problem of mosquitoes from many places, we thought of spraying pesticides," he said.

The municipality has written to the District Health Office Saptari on March 10th, asking for a clear disclosure on whether deltamethrin 125 percent ULV bags can/cannot be sprayed, whether it is/is not beneficial for human health, and if it can be sprayed, the preparedness etc.

Head of Health Office Saptari, Devkant Jha, said that the municipality should consult before purchasing this pesticide, so they did not do so. "After purchasing, they have written to us and asked whether it can be used or not," said the head of the health office.

The head of the Epidemiology and Disease Control Division under the Ministry of Health and Population, Dr. Chandralal Jha, informed that he understands this matter.
