6 years have passed since the establishment of the Ramraja Prasad Singh Institute of Health Sciences, which was established amid political hype. Neither the infrastructure of the institution was prepared nor the laws and regulations. Although three people have become the chairpersons of the infrastructure preparation and development committee, the environmental impact assessment and the bill have not been finalised, so the foundation seems to be limited to paper.

Rapti and Pokhara Institute of Health Sciences, established after Ramraja Academy, have progressed a lot, but one office and Gaucher land of this institute is still waiting for infrastructure and study teaching . The proposed land is also becoming a victim of encroachment.

In the financial year 078/79, the establishment received a total budget of 9.75 million rupees . Of which only 1 crore 94 lakh 91 thousand 612 rupees were spent and 8 crore 25 lakh 8 thousand 387 rupees were returned. Out of the expenses, 72 lakh 3 thousand 330 rupees were paid for the construction site of the establishment. 7 lakh 9 thousand was paid for environmental impact assessment and 19 lakh 67 thousand for risk studies. In addition to this, in this financial year, 50 million was spent on salary allowance, daily visit allowance, fuel expenses, etc. . 

In the financial year 078/79, Infrastructure Preparation Development Committee spent 54 lakh 10 thousand 274 rupees and purchased a vehicle. Likewise, computers, ACs, photocopy machines, inverters and other office materials worth 9 lakh rupees were purchased. Furniture worth 1 lakh 94 thousand rupees was also purchased for the office.

In 2079/80, 48 lakh 52 thousand 274 rupees 30 paisa were spent out of a total budget of 5 million rupees. Out of the expenditure, 30 lakh rupees was paid to the company which is constructing the DPR, while the other amount was paid to the salary allowance, according to the expenditure committee.

The situation of Ramraja Prasad Singh Institute of Health Sciences has become a disaster due to the lack of necessary laws and regulations for building infrastructure and teaching. "We made a law and sent it to the Ministry of Health, from there it is now in the Ministry of Law with the approval of the Ministry of Finance," he said. President Choudhary said that although there is a budget of 40 million rupees for the institution in the current financial year, the matter of infrastructure construction could not be started because it could not be included in the multi-year plan. "The National Planning Commission put it in the multi-year plan saying that there was no environmental impact assessment," he said, "Therefore, the situation has not come to spend 400 million, although the process of environmental impact assessment by the Ministry of Forestry is in the final stage." He said that the four crore rupees allocated by the state government is in the tender process. "We have moved forward with positive thinking, academic and infrastructural construction will speed up once the legal issues of the institution are settled," he said.

In 6 years, even the statutes of the foundation have not been created . Even if the work is not moving forward, there is a desire to take action among the political parties . Leaders-activists of not only Janata Samajwadi Party Nepal and UML, but also Janmat Party have joined the pledge.
