Students vandalized and set fire to Bahudarmai Municipality on Friday morning. The students have said that they have vandalized and set arson because the teachers have not been paid for a long time and the teaching has become chaotic.
They broke the lock of the office and brought the chairs and tables outside to the road and set them on fire. According to local Rohit Kumar, tables, chairs and drawers of every branch except the accounting branch have been vandalized. The papers are scattered on the ground .
Superintendent of Police Kumodh Dhungel, who reached the scene, said that an investigation is underway regarding the arson and vandalism. "The CCTV line has been closed," he said, "chairs and tables have been taken from the office to the road and set on fire, investigations are underway." Although the Municipal Assembly was held on October 8, the budget could not be released because the mayor did not give the authority to spend the budget to the chief administrative officer.
For the past 6 months, 190 teachers of 18 public schools in the municipality, 47 health workers of 9 health posts and 75 employees working in the municipality have not received salary allowance. According to the municipality, about 1.18 million rupees were disbursed monthly only for the salaries of teachers, employees and health workers.
Due to lack of budget allocation, pregnant and postpartum women who come for treatment at the birthing center have been deprived of government facilities . The government distributes 800 rupees to pregnant women who come for regular check-up at the birthing center.
Similarly, a woman who gives birth in the birthing center will be given 1000 rupees as transportation fee . Bahudarmai Municipality Ward No. 4 Bahuri and ward no. 9 There are two birthing centers in operation in Vishrampur.
Dinesh Yadav, chairman of Bahudarmai Municipality Ward No. 3, said that the development work has also stalled when Mayor Singhasan Shah Teli did not verify the budget. According to Yadav, who was elected as the ward president for the second time, if the budget had been released on time, half of the development works within the municipality would have been completed by now.
Mayor Singhasan Sah Teli did not give the authority to spend the budget to the chief administrative officer and the budget could not be released. According to the Local Government Operation Act, the revenue and expenditure estimates for the upcoming financial year must be submitted to the Municipal Assembly by June 10.
However, the budget of Bahudarmai municipality for the financial year 2081/082 was presented in the 11th Municipal Assembly on October 8th, almost four months after the scheduled time. However, the mayor has not authorized the budget expenditure even though it is almost two months after the end of the Municipal Assembly.
According to the Local Government Operation Act, within 7 days of the approval of the budget by the Municipal Council, the head of the local level must grant the authority to spend the budget to the administrative officer .
