A man has been arrested in Tulsipur on charges of defrauding a man of money he had taken to send him abroad for employment and making him walk around the market wearing a garland of shoes.

The arrested person is 35-year-old Parsaram BK, a resident of Tulsipur Sub-metropolitan City-9, Dang, said DSP Resham Bohara, spokesperson of the District Police Office. BK shaved some parts of Sher Bahadur Wali, a resident of Tulsipur-6, Baruwagaun, on Wednesday afternoon, tied a rope around his neck, and kicked him around the Tulsipur market.

DSP Bohara said that BK behaved in such an indecent manner because Wali had cheated him of the money he had taken to send him abroad. He informed that BK was arrested from Tulsipur on Wednesday and is being investigated by the District Court on a case of not being treated humiliatingly or inhumanly.
