After failing to reach a consensus on recommending candidates for the House of Representatives, the Nepali Congress Lumbini Province has sent all the names received from the regions and districts to the central committee without selecting them.
After the regions and districts sent more names of candidates than the central criteria, the province sent it to the center along with a list of all candidates, saying that it could not reach a conclusion through discussion.
The Congress had directed to recommend three names from one region for the House of Representatives along with a priority list. However, the province has sent a separate recommendation with its opinion on the potential candidates who have contributed to the party and who can win. The Congress has sent 243 names of 26 candidates for the House of Representatives from Lumbini and 3 for the National Assembly from 29 candidates. The names of 21 people from 2 regions of Gulmi and 3 from Rupandehi-5 have been recommended to a separate center.
Lumbini Province President Amarsingh Pun said that the list of candidates from 11 districts recommended by the regions and districts has been sent to the center. According to him, since Gulmi district could not make a recommendation even till Saturday, the province has sent the list of names of 11 districts recommended to the center to be recommended at the center.
‘We have recommended 139 candidates from 11 out of 12 districts for the House of Representatives, 14 for the National Assembly and 186 for proportional representation to the Central Committee,’ he said. ‘Since the regions and districts themselves were unable to meet the criteria and use the selection method, the provinces were not in a position to trim it, so we have prepared a list of all the candidates and sent it to the center.’ However, he said that a separate opinion has also been sent regarding the candidates who have made significant contributions and are likely to win.
There are 26 constituencies in Lumbini Province for the House of Representatives. For 26 candidates, only 139 names have been recommended from 11 districts except Gulmi. From Gulmi, 7 names have been recommended separately from 1 and 14 names from 2. Similarly, 104 names have been recommended for the National Assembly, while only 3 are required. For proportional representation, 186 names have been recommended. The names of leaders including Balkrishna Khand, Chandra Bhandari, Devendra Raj Kandel, Kishore Singh Rathore, Bharat Shah have been recommended from Lumbini Province. According to the Congress, Khand has been recommended from Rupandehi-3. Khand and 6 others have been recommended from Rupandehi-3. Similarly, Congress Joint General Secretary Rathore has been recommended from Banke-3 and Bardiya-2. Rathore and Arju Rana, 9 others have been recommended from Bardiya-2. Congress leader Devendra Raj Kandel has been recommended from West Nawalparasi-2 and Bharat Shah has been recommended from Rupandehi-5. However, after a dispute over Shah, the Congress regional committee has separately recommended the names of 3 people including youth leader Bishnu Pokharel to the center from Rupandehi-5. Similarly, Chandra Bhandari and 7 others have been recommended from Gulmi-1.
Nepali Congress Province Vice President Bhuwan Prasad Shrestha said that even though the Center had clearly directed the districts to recommend the names of three people with criteria, the provinces were also facing difficulties in recommending them as the districts could not meet those criteria. ‘According to the Center’s criteria, the districts should have done some screening of the names coming from the regions, but it did not seem to have been done,’ he said, ‘How can the provinces cut it again after the districts recommended without looking at the criteria? That is why we have recommended all the names coming from the districts to the Center with separate opinions on important leaders.’ He said that the provinces are not in a position to select the names coming from the regions and districts.
