The Lumbini government has stopped the payment since the middle of June after the amount in the reserve fund of the state government has run out. The Ministry of Economic Affairs and Planning of the province stopped the payment from all government accounts after 12 midnight on Sunday.

Lumbini state government had stopped the payment after June 22nd last year as well due to deficit budget. 2 billion 19 million of last year was paid in the current year . Deepak Gyawali, Head of State Treasury and Accounts Control Office, said that due to the fact that there was a deficit budget in the current year as well, the payment had to be stopped when the funds in the account ran out.

'About 70 percent of the capital budget has been spent by Sunday, there was no option to stop the account as there was no amount to pay in the government's account,' he said, 'Due to the deficit budget, it is certain that 2 billion more payment obligations will be added for the next year.' As of Sunday night, the government's account has only 35 million rupees left. Out of that, some of the current budget was paid on Monday and the amount in the account has decreased, he said.

Lumbini state government had brought a budget of 38 billion 97 crores for the current year. Out of that, 17.29 billion has been spent till Sunday out of 24.58 billion capital. Similarly, out of the current 11.24 billion, 7.4 billion has been spent. Out of the 3.14 billion going to the local level, 2.41 billion has been paid. After not being able to make the payment in the current year, the provincial government has added at least 2 billion payment obligations for the next year. The province had set a target of 4.71 billion revenue collection from internal sources in the current year. Out of that, even 1 billion 50 million has not been collected yet. As the target internal revenue could not be collected, the government's reserve fund has run out.

The provincial government had set a target of collecting 4.73 billion 51 lakhs towards internal revenue for the current year. However, till Sunday, June 15th, only 38.84 percent i.e. 1.83 billion rupees has been collected. The Lumbini state government had set a target to collect the maximum revenue from the forest sector towards the internal income for the current year . The government has set a target of collecting 1.33 billion rupees from the forest sector, 29 percent i.e. 39.12 million rupees, and 1.95 million rupees from driver's license and vehicles, but only 76.25 million rupees have been collected.

Senior Branch Officer of the Ministry of Economic Affairs and Planning, Suman Paudel, sent a letter to the Provincial Treasury Accounts Control Office on Sunday about the amount to be spent from federal conditional supplementary and special grant sources, the matching fund amount to be transferred from the provincial government source/financial equalization grant source for the project run with supplementary grant from the federal government, the matching fund to be flowed from the state government source/financial equalization grant source for the project run from foreign sources under the federal government's conditional grant If it is very necessary to spend the amount of the fund, the amount of financial transfer to the local level, the amount of expenditure on the provincial reserve fund, the salary of officials and permanent, contract or salaried employees, dearness allowance, local allowance and the amount of foodstuff and other topics, it has been instructed to disclose the reasons and only get the approval of the Ministry of Economic Affairs and Planning. 

According to an official of the Ministry of Economic Affairs, in all the 12 districts of Lumbini Province, about 200 projects including road, irrigation, building construction and other titles are yet to be paid. Most of the outstanding amount is towards road infrastructure . More than 500 crores for road infrastructure cannot be paid even after the work has been completed . Similarly, the related offices said that 320 million for irrigation and 220 million for urban development are yet to be paid after completion of the work. That amount may increase after a few days. Builders and consumers are still working till Monday . 

After the Ministry's letter, the financial equalization grant and the payment from the internal resources of the province, the construction works, the programs of the association and the agriculture veterinary through the construction business and consumer committee have been stopped . Of these, the payment to be made to the builders is the highest . Manju Bhusal, President of Lumbini Builders Association, said that the government does not have to pay money to builders and consumers, but it shows that the kind of indifference and financial discipline is very weak even when the budget is brought for the sake of popularity.

"After stopping the budget, the government has done the work of stopping the laborers who earn their living on daily wages along with the construction businessmen," she said, "Who is the innocent government for who stopped the payment on June 15th?" Why is a popular budget necessary by kicking the people in the stomach?' She said that after paying the rest of last year's payment in Baisakh, the situation has been created when the funds are stopped again to the construction businessmen and they cannot work. He claims that more than 2 billion has been stopped only from the builders.
