Palpa's Rampur municipality is going to give 500 monthly allowance to families who have more than two children. From the financial year 2082/83, monthly allowance will be given to families who have three or more children.
Rampur Municipality Mayor Raman Bahadur Thapa said, "This decision was taken after coming to the conclusion that the birth rate in the village households of the municipality is decreasing. Even though the rate of leaving the village after giving birth to one or two children has increased, the third child and every child after the third child will be given a monthly allowance for five years from the next financial year." He informed that monthly allowance will be given in the name of the third child or every child after the third child of the family having more children.
The municipality has already made a procedure for giving monthly allowance. Mayor Thapa said that arrangements will be made to establish a child savings account for the third and subsequent children and regular deposits will be made from the municipality until they reach five years of age.
"The necessary procedure has been prepared," he said, "the incentive program will be conducted after July 1." In the budget presented by Deputy Chief Bal Kumari Thapa in the Municipal Assembly held on Sunday, she informed that 7 lakhs has been allocated for the plan to encourage families having three or more children.
"Currently, the population growth rate is decreasing," she said, "while educated and young people are fleeing, the city's long-term labor force, economic stability and social balance are at risk, so a system to systematically encourage population growth is about to be implemented." Rampur municipality has presented federal equalization grant of 12 million 22 million, federal revenue sharing of 10 million 63 million 98 thousand, federal supplementary capital of 91 million, federal special grant of 75 million.
35 million 11 million federal conditional current, 2 million 8 million federal conditional current, state equalization grant 83 million 23 thousand, 1 million 29 million 37 thousand from provincial revenue sharing budget has been presented. State supplementary 1 crore 2 million, State 1.5 million 8 thousand for conditional current and 30 million for capital and 140 million including internal resources have been presented in the municipal assembly. Current budget 605 million 58 thousand and capital expenditure 216 million 68 million 8 thousand have been allocated towards
expenses. Deputy Chief Thapa said that the municipality has allocated 60-60 million equally to all 10 wards.
The budget has been allocated by prioritizing development of agriculture, industry, tourism sector, building quality infrastructure, social development and employment within Rampur city. Spokesperson Kapil Bahadur Khand said that the municipal assembly passed the policy and program, appropriation bill, financial bill after discussion and the municipal assembly was concluded.
