The civil service organizations have sent an 11-point memorandum summarizing the demands mentioned in the agreement between the government and the national level trade union on 27 October 2080 when the Federal Civil Service Act was being drafted.
A memorandum has been sent to the Speaker of the House of Representatives through the Chief District Officer asking for mandatory inclusion of the demands as per the agreements made in the past. Bhoj Bahadur Rana, President of Nepal Civil Servants Organization of Palpa, Omprakash Neupane, Secretary of Nepal Civil Servants Union, Mohan Gyawali, Secretary of Nepal National & nbsp;Civilian Employees Organization, Rajiv Neupane, President of Integrated Government Employees Organization of Palpa submitted a joint memorandum to Chief District Officer Toy Narayan Subedi. According to Union Secretary Newpane, there is a program to send memorandums from all 77 districts on Monday. In the memorandum sent by the
staff organization, the government has been requested to issue the Federal Civil Service Act as soon as possible for building a public administration based on good governance, transparency, fairness and public accountability. It is mentioned that there is a lack of umbrella laws to manage the civil servants working at the union, state and local levels, even after a decade of the federal government system. Mentioning that the public administration is in a cycle of confusion and instability, he warned the employees to start a strong protest if their demands are not met and the law is not issued immediately.
They have mentioned in the memorandum that all the employees working at union, state and local levels should be included in the definition of civil servants, and there should be a system of national level trade union and official trade union with collective bargaining so that branch officers or employees up to the eighth level can be members apart from the head of the office to organize for professional rights and rights so that the interrelationship of the union, state and local level is maintained.
