Dhurkot Rural Municipality of Gulmi has become the first in Lumbini Province in the performance evaluation conducted by the National Natural Resources and Finance Commission. In the evaluation of the financial year 2080/81 done by the commission, Dhurkot scored 76.7 points and became the first among the 73 rural municipalities of Lumbini.

Dhurkot ranks 10th among 753 local levels across the country. The Commission evaluates the performance of the provincial and local levels based on 17 different indicators according to the performance evaluation procedure 2078. In which the budget was submitted/not submitted by June 10, the budget was passed/not passed by mid-June, the income and expenditure projection was/was not submitted to the Ministry of Finance by mid-December, the annual review of the budget was made public by mid-October, the arrangement of expenses according to the allocated amount, the state of emergency, the use of the local accumulated fund management system (formula)/not, the periodical plan was formulated/not, the net student enrollment rate from classes 1 to 8, There are indicators such as student retention rate in class 9 compared to class 8, percentage of students who have obtained a GPA of 1.6 or higher in class 10 from public schools, proportion of women who have had pregnancy tests 4 times, proportion of women who give birth in health facilities among the total number of pregnant women, proportion of children who have been fully vaccinated, etc.

Under the financial equalization grant provided to the local level from the federal reserve fund and the state reserve fund, the commission evaluates the performance for the grant recommendation based on the performance evaluation. The Commission says that this evaluation is a positive competition between local levels. According to the commission, while evaluating the performance, the commission requests the data from the local level and based on that and verifies that the available facts are correct or incorrect, it assigns points on the same basis.

In performance evaluation, the best 3 municipalities in Lumbini are from Gulmi. Among the rural municipalities, Rurukshetra of Gulmi is second by getting 76.2 points, while Chhatrakot is third by getting 74.8 points. 

In performance evaluation, out of all 109 local levels of Lumbini, only 5 local levels of Gulmi are among the top 10. Sandhikhark Municipality of Arghakhanchi has scored 80.1 points and has become the first in Lumbini. Dhurkot is second and Rurukshetra is third. 

Banganga Municipality of Kapilvastu is in the fourth place with 75.2 points, Chhatrakot of Gulmi is in the fifth place. Resunga municipality of Gulmi with 74.4 points, Tinau of Palpa in seventh place, Bagnaskali of Palpa in eighth place with 73.7 points, Malika of Gulmi in ninth place with 73.6 points and Chhatradev village of Arghakachi with 72.5 points are the sixth best scorers in Lumbini.

According to section 7 of provincial and local level performance evaluation procedure 2078, the Finance Commission has said that points have been awarded after performance evaluation.
