In the second meeting of the fifth session of the Lumbini State Assembly held on Wednesday, two bills related to civil servants have been passed unanimously.

 

Earlier, two bills unanimously passed by the fourth session were sent back to the provincial assembly without verification by state chief Krishna Bahadur Gharti with a message that they should be reconsidered. 

The bill to amend the State Civil Service Act 2080 sent back by the state chief Gharti and the bill to regulate the formation, operation and conditions of service of the local civil service was submitted by the Minister of Physical Infrastructure Development Bhumishwar Dhakal in the meeting of the state assembly.  While submitting the

bill, the fourth session of the provincial assembly said that it was unanimously passed after necessary discussion and discussion in the thematic committee. He said that both the bills which were passed unanimously were passed by the provincial government realizing the importance and need and should be passed in the same manner as they are still affecting the development of the province and the moral development of the employees. 

'We are at the stage of implementing the plans of the province and moving forward with the development,' he said, 'because of the lack of staff in the province and the filling of the staff is not possible without the law, it is necessary to pass the bill in the same form.' He said that even the selected employees have started returning to the union. He said that if there is a delay in the implementation of the law, the situation will become more difficult, so the proposal should be passed by the provincial assembly by a short way. 

After Minister Dhakal submitted the proposal, Speaker Tularam Gharti Magar submitted a proposal for decision that both bills should be passed "in the same form" according to section 'B' of sub-rule 2 of section 128 of the Provincial Assembly Rules 2079.

Speaker's proposal was passed unanimously. Both the bills were returned to the Provincial Assembly on October 22, 2081, as it was deemed necessary to reconsider them according to Article 201, Sub-section 3 of the Constitution of Nepal. Among the withdrawals, Bill 2081 to regulate the formation, operation and conditions of service of the civil service was passed on August 27th and the bill to amend the Provincial Civil Service Act 2080 was passed by the Provincial Assembly on August 31st.

Both bills passed unanimously will be sent to the provincial chief's office for verification after they are approved by the speaker, said Durbarkumar Pun, secretary of the provincial assembly. In the meeting, Minister of Economic Affairs and Planning, Dhanendra Karki, submitted a bill for discussion regarding the provincial financial procedures and financial responsibility.

In the meeting on Wednesday, various provincial assembly members who spoke at a special time drew the attention of the government. Speaker Gharti has informed the provincial assembly that the next meeting of the provincial assembly will be posted.
