Lumbini State Assembly Meeting: Reconstitution of Working Arrangement Consultative Committee

The first meeting of the fifth session of the Lumbini Provincial Assembly has reconstituted the Working Arrangement Consultative Committee. In the first meeting held on Tuesday, Speaker Tularam Ghartimagar informed that the working arrangement consultation committee of the state assembly has been reconstituted.

According to sub-rule 1 of Rule 14 of the Lumbini Provincial Assembly Rules, there is a provision that a maximum of 13 members can be formed under the chairmanship of the Speaker to conduct the meeting in an orderly manner, including determining the priority and time period of the matters to be submitted in the Provincial Assembly meeting and to advise the Speaker on other matters deemed necessary by the Speaker. 

According to the information given in the provincial assembly meeting, it has been informed that the committee has been reconstituted so that there will be proportional representation from the parties represented in the provincial assembly.  The

committee consists of Tulsi Prasad Chaudhary from UML, Tamang from Yamuna Roka, Jamuna Dhakal and Nima Giri from Congress, Indrajit Tharu from Maoist, Minakumari Shrestha from RPR, Suman Sharma Rayamazhi from Janmat, Rajkumar Chaudhary from Civil Liberties, Hema Belvase from LOSPA and Bhandarilal Ahir from JSP Nepal. All members nominated to the committee have been approved by the provincial assembly meeting.

In Tuesday's meeting, Chief Minister Krishna Bahadur Gharti read out the letter regarding calling the meeting of the Provincial Assembly, the verification of various bills and the letter regarding the return of the bills sent for verification. In the same meeting, information was also given regarding the change of responsibilities of government ministers. 

Provincial Chief Gharti has previously passed the fourth session of the Provincial Assembly and sent for verification the bill made to amend the Provincial Civil Service Act 2080 and the bill made to regulate the formation, operation and service conditions of the local civil service to reconsider in accordance with Article 201, Clause 3 of the Constitution of Nepal. He returned it to the Provincial Assembly on October 22, 2081 with the message as it was deemed necessary. 

Among the withdrawals, Bill 2081 to regulate the formation, operation and conditions of service of the civil service and the bill to amend the State Civil Service Act 2080 were passed by the Provincial Assembly on August 31. Speaker Gharti informed the meeting that both bills came back with written suggestions and messages for reconsideration. 

Similarly, it was also informed that the bill made to make arrangements regarding provincial disaster management and the bill made to amend and unify prevailing provincial laws related to industrial business passed by the provincial assembly and sent for verification. 

The disaster bill was passed on August 28th and the industrial business bill was passed by the provincial assembly on August 7th. The fourth session of the Provincial Assembly ended on 31st August.

UML Chief Whip Tulsi Prasad Chaudhary, Congress Chief Whip Jamuna Dhakal, Maoist Chief Whip Indrajit Tharu, RPP's Minakumari Shrestha, Civil Liberties Chief Whip Rajkumar Shrestha, LOSPA Chief Whip Santosh Kumar Pandey, United Samajwadi Party's Bhagwati Adhikari, Rashtriya Jan Morcha's Tara Thapa , Ambika Kafle of Jaspa expressed his best wishes for the success of the convention.  The second meeting of the

convention will also be held on Wednesday.
