The Ministry of Youth and Sports, which was supposed to be given to one of the Civil Liberation Party and the Democratic Socialist Party, which supported the formation of the Congress-UML coalition government in Lumbini, has been vacant for four months.

Although Chief Minister of Lumbini Chetnarayan Acharya expanded the government for the third time by trying to complete the government, the minister could not be selected because the Congress-UML could not decide who would be the first minister among those who supported the government.  Chief Minister Acharya himself took over the vacant Sports Ministry.

The Ministry of Women, Children and Senior Citizens was merged into the Ministry of Social Development in order to share the share of small parties. Lumbini Council of Ministers decided to create a separate ministry for youth and sports in the social sector. Rajkumar Chaudhary from Nowpa and Santosh Kumar Pandey from LOSPA have been selected for the minister. There are four MPs from Naupa and three from LOSPA in the Lumbini State Assembly.

When the Congress-UML coalition government was formed in Lumbini, among the 12 ministries, five ministries including the Chief Minister were allocated to the UML and five ministries to the Congress . It was agreed to give the two ministries to NAUPA, LOSPA and JASPA, which supported the government. Accordingly, Adesh Kumar Agarwal, elected from Banke 2 (2) from Jaspa led by Ashok Rai, has been given the responsibility of Ministry of Internal Affairs and Law.

Dinesh Panthi, spokesperson of the government and Minister of Agriculture, Land Management and Cooperatives, said that since it was not decided which of NAUPA and LOSPA will participate in the government in the first phase, the Ministry of Sports is vacant. He said that the work of completing the government will be done soon after selecting the ministers for the remaining ministries. Minister Panthi said that Chief Minister Acharya is taking initiatives in this regard.

Among the five ministries that UML got, Acharya of Arghakhanchi, Bhumishwar Dhakal of Rupandehi, Ministry of Physical Infrastructure Development, Dinesh Panthi of Gulmi, Government Spokesperson and Minister of Agriculture, Land Management and Cooperatives, are among the five ministries that UML got. Khem Saru of Palpa is the Minister of Health and Sita Sharma Chaudhary of Dang is the Minister of Energy and Water Resources.

In the first phase from the Congress, Saroj Thapa of Pyuthan was the Minister of Urban Development and Water Supply, Prachanda Vikram Neupane of Dang was the Minister of Industry, Tourism and Transport and Dhanendra Karki of Gulmi was the Minister of Economic Affairs and Planning.

Forest and Environment Minister Badshah Kurmi resigned from the post of minister after Nirmala Kurmi was kidnapped and disappeared. Devkaran Kalwar of Nawalparasi is the Forest Minister and Janmjay Timilsina of Bardia is the Social Development Minister.
