Due to political instability, the government has changed one after the other in Lumbini province. 6 Chief Ministers have been appointed in Lumbini in a period of 6 years and 5 months. In the last 2 and a half years, 4 people became Chief Ministers.

When the power equation changes in the union, it affects the state as well. After the implementation of federalism, the government has changed 5 times in the union. 

Since the government is changing in the province, the development work has not been effective. On the other hand, the deficit budget has to work on borrowing. Initially Shankar Pokharel of Dang became the Chief Minister. Pokharel, who had been the minister of communication in the union, had left the state to become the chief minister. He won the election from the UML-Maoist Left Alliance and was appointed Chief Minister on 3rd February 2074. In the temporary capital in Butwal, organizing the administrative structure from the office of the Chief Minister and the Council of Ministers, from the ministries to the development plan of Lumbini, the UML-Maoist alliance in the election was transformed into unity and divided again. 

Pokharel resigned from the post of Chief Minister on 19th May 2078. On the same day, he was appointed as the Chief Minister for the second time in accordance with Clause 1 of Article 168 of the Constitution. To make the temporary capital of No. 5 province designated in Butwal as the permanent capital in Dang  It was passed by the majority of the state assembly. The province was named Lumbini and the permanent capital was made Dang. 

The MP of Rupandehi, which has a permanent position, could not go against Pokharel's proposal on moving the capital, but supported it. By making the Rapti valley of Dang as the center and including the geography of Arghakhanchi Sitganga municipality, he banned the purchase and sale of land in this area to build a modern capital of the province. During Pokharel's time, there were 7 ministries in Lumbini state government. He appointed only 6 ministers. 

While making the design for the construction of the modern capital, the Congress-Maoist alliance was formed in the Union. The government also became weak in Lumbini. The Pokharel-led government collapsed after Vimala Wali, who won the election from Dang with the Surya icon, chose a Maoist. 

Then on 28 July 2078, Maoist's Kul Prasad KC became the second Chief Minister from the coalition of small parties including Congress-UML. KC was assigned 7 ministries and made 17 ministers to distribute to those who supported him. KC also made Vimala the Minister of State for Health. KC shifted his office overnight to Deukhuri, the permanent capital of Dang. Initially, the office of the Chief Minister and Council of Ministers was kept in Deukhuri and after the work was started, all the ministries left Butwal. 

2079 UML party leader Leela Giri was appointed as the Chief Minister by UML-Maoist alliance on 17th of December after the elections of House of Representatives and State Assembly on 5th November 2079. He reduced the number of ministries to 11 members. Less than two months later, the coalition at the center changed and the power of the Congress-Maoists became a collaboration. 

After the Maoists withdrew their support, Giri fell into the minority. On 11th Baisakh 080, Giri failed to get a vote of confidence from the Lumbini State Assembly and the government collapsed. Remarkable work could not be done during his time. 

Congress-Maoist power collaboration at the center led the Lumbini government to the Congress. Congress Parliamentary Party Leader Dilli Bahadur Chaudhary was appointed Chief Minister on 14th Baisakh. After the alliance was broken again and the UML-Maoist came to power, the Chaudhary-led government collapsed in 11 months. Since the budget speech, some development work has been done during his visit. He also reduced the number of ministries to 9. In a period of 11 months, the State Civil Servants Bill was unanimously passed by the Lumbini State Assembly.

Before moving the capital to Deukhuri, land transactions in the capital Rapti Valley were stopped for the sake of systematic capital construction. Choudhary released the frozen land from the cabinet meeting to stop the allotment of land and allow sale and distribution based on the previous allotment, to ease the bank loan. When the procedures of the Chief Minister's Economic Development Program were being prepared to create employment for about 2 lakh people in Lumbini Province, the government was unable to work because of the collapse. A week ago, Chowdhury postponed the '4th International Summit of Lariots and Leaders for Children, Development and Peace' scheduled to be held in Lumbini on 28th and 29th of February after the formation of a new alliance in the Union. 

Maoist party leader Jokh Bahadur Mahara was appointed as the Chief Minister from the power alliance of UML-Maoist on the 23rd of Chait 080. After the UML withdrew its support in Lumbini, Mahara was in the minority and resigned from the post of Chief Minister on July 6. After Mahara became the chief minister, a parliamentary committee was formed which had not been formed for 14 months. He brought the budget of Lumbini. He gave business to the parliament, got to bring the budget. Worked in a balanced manner. During his time, the opportunity to become an independent MP Khadak sitting minister to get a majority in the parliament  Got it. 

During this period, the smaller parties benefited the most when the government was formed under the leadership of Kulprasad KC, Leela Giri, Dilli Chaudhary and Jokh Bahadur Mahara. The small parties of Lumbini used to benefit by supporting the government everywhere. 

Congress-UML, the largest party in the Lumbini state assembly, has formed a new government. Chetnarayan Acharya, the deputy leader of the UML party elected from Arghakhanchi 1(1) on 7th July, has been appointed as the Chief Minister. In 12 ministries, Congress-UML has distributed 5 ministries each. Four ministers including the Chief Minister from UML and four from the Congress have become non-departmental ministers. 

When the government was left in Lumbini due to the change of power in the union, every chief minister has been complaining that federalism has not yet come to the province and the change of government in the union has also affected the province.
