The policy and program of the Koshi Province government for the fiscal year 2083/84 was presented in the Province Assembly on Thursday.  The main goal of the policy and program presented by Province Chief Parshuram Khapung is to build a 'clean, happy and prosperous province' . 

Good governance, infrastructure development, agriculture, tourism, education, health and employment have been given high priority in the policy and program .

The provincial government has stated that it will adopt a zero tolerance policy to strengthen the federal democratic republic, control corruption and make service delivery effective . It has been mentioned that the restructuring of ministries and government bodies, expansion of digital services and monitoring of plans will be made effective through the Chief Minister's Dashboard .

The policy and program states that education, health, employment and basic infrastructure will be expanded to stop the increasing migration in the mountainous and hilly areas of Koshi Province . It is stated that small town development and sustainable settlement programs will be implemented in collaboration with the local level .

In terms of infrastructure, the provincial government has prioritized the expansion of the provincial road network, construction of bridges, timely completion of multi-year projects, and development of water transport and alternative transport systems. The policy program states that the feasibility study of Tamor-Chisang diversion, Tamor-Leuti tunnel, Kechana-Sagarmatha expressway, and Chatara-Lukla railway will be conducted.

In terms of drinking water and energy, the 'One House, One Stream' program will be continued. It is stated that small and medium irrigation projects, solar energy, rooftop solar, and small hydropower projects will be encouraged.

With the aim of making the tourism sector the mainstay of economic development, the provincial government has announced to celebrate 'Koshi Province Visit Year' from 2083 Shravan to 2085 Asar. Tourist areas including Mundhum Trail, Kanyam, Sandakpur, Pathibhara, Halesi will be protected and promoted. It is also mentioned that coordination will be done with the federal government to develop Biratnagar Airport as a regional international airport.

Under forest and environment conservation, a policy has been taken to plant bamboo, bay leaf, agarwood and other plants, protect red pandas and promote wildlife-based ecotourism.

In terms of education, it is stated that the infrastructure of schools in the Himalayan and hilly districts will be improved, technical and employment-oriented education will be expanded, and the 'Phaddha Kamadha' program will be continued. A plan has also been put forward to connect the youth with self-employment through skill-based training and entrepreneurship development.

In terms of health, a plan has been made public to upgrade the hospitals under the province to a minimum of 50 beds, expand mental health services and operate AI-based tuberculosis testing services. Emphasis has also been placed on maternal and child health, telemedicine and Ayurveda services.

It is mentioned that in the agricultural sector, food production will be increased, organic farming will be promoted, agricultural mechanization will be promoted, and export of agricultural products including tea, coffee, cardamom, ginger, dairy products will be promoted. Fisheries, animal husbandry and agro-processing industries will also be encouraged.

The provincial government has stated that it will run special programs targeting Dalits, women, indigenous people, people with disabilities, Muslims, Tharus and marginalized communities. It is mentioned that a strict policy will be taken against gender-based violence and human trafficking.
