Rajmani Bhandari of Khandwari Municipality-8 has threatened to launch a satyagraha if the demands are not addressed within 35 days. He has given notice on the 36th day of submitting the demand letter and announced that he will continue the satyagraha from the 37th day until the demands are met.
Submitting the demand letter to the mayor of the municipality, Mahesh Thapaliya on Tuesday, he mentioned that policy reforms related to education, public procurement, financial discipline, transparency and social security are especially necessary. He demanded that the municipality's Education Regulations, 2075 be amended immediately and that the administrative and utility expenses given to schools should be increased in a timely manner. He also demanded that the municipality itself bear the entire cost of the process of filling vacant teacher posts and that a clear limit be set to control the arbitrary fees being charged by private schools.
Similarly, he raised issues such as amending the Public Procurement Regulations, 2076 BS, blacklisting contractors and companies that do not commit financial irregularities, selecting only sustainable and practical plans, and not implementing plans for which sources are not assured. He has also demanded that mandatory e-bidding be implemented in projects above Rs 500,000 and that priority be given to local producers and suppliers.
The demands include that the municipality itself should make arrangements to purchase agricultural produce to ensure a market for local products in the agricultural sector, that the social responsibility funds received from the power project should be invested in the affected areas, and that health insurance should be provided at a 50 percent subsidy for citizens who do not receive government benefits.
Similarly, he has said that appointments based on nepotism and favoritism should be ended, contract employees should be removed, and the organizational restructuring process of the municipality should be stopped immediately. He has also put forward a demand that all decisions made after the 2079 local level elections should be made public.
