Jhapa-5, which is known for its rivalry between UML Chairman KP Sharma Oli and senior leader of the National Independent Party (RASP), Balendra Shah, has been placed on 'high alert' from a security perspective. Not only politically, but also from a security strategic perspective, this area is considered the most sensitive constituency in the province.
The Ministry of Home Affairs has implemented a special security strategy after the Central Security Committee pointed out the risk of possible conflict between new and old political forces. Koshi Province Police Chief DIG Binod Ghimire informed that Nepal Police has mobilized five Deputy Superintendents of Police (DSPs) in Jhapa-5 after assessing the high sensitivity. Currently, there are DSP posts in the Area Police Offices of Kakadbhitta, Birtamod, Damak and the District Police Office.
Keeping in mind the upcoming elections, Gaurigunj, Gauradaha and Kamal rural municipalities under Jhapa-5 have also been placed under a special security cordon under the leadership of DSPs. According to DIG Ghimire, more than 2,000 security personnel have been mobilized in Jhapa-5 alone. Jhapa Police Chief SP Basundhara Khadka said that the election-oriented security arrangements have been strengthened threefold across the district. According to her, sufficient manpower has been kept ready to conduct the election peacefully. There is also talk of mobilizing one more SP in the district, which is expected to further strengthen the security mechanism.
According to security sources, the local administration has prioritized risk management, keeping in mind the risks that may arise due to possible incitement, show of force and rallies.
