The Koshi Provincial Assembly has been in a state of standstill for about four months following the arson and vandalism that occurred during the 'Gen-G' protests on 23 and 24 Bhadra.

Due to the damage to the Provincial Assembly Secretariat, Assembly Hall and other structures, the issue of when and where the meeting will be held has not yet been decided.

The eighth session has not been convened since the seventh session ended on Asoj 20 after extensive damage was caused to the Provincial Assembly meeting venue and secretariat during the agitation. The reconstruction of physical infrastructure and the uncertainty over alternative meeting venues have disrupted the regular functioning of the Provincial Assembly.

Although the Provincial Assembly is required to be held within six months as per the law, the date of the meeting has not been decided even after four months have passed. Provincial Assembly Secretariat Secretary Sudarshan Khadka said that there is no consensus among the lawmakers on when the meeting will be held. According to him, some lawmakers are in favor of holding the meeting after the elections, while others are of the opinion that it should be held before the elections. ‘There is no decision among them on when the meeting will be held,’ says Khadka. ‘The government will call the session. It is not known for how long.’

Although there is talk of using the structure in the vegetable market area of ​​Katahari as a temporary meeting building to conduct the Provincial Assembly meeting, preparations have not begun. Although the Ministry of Physical Infrastructure Development has taken over the maintenance, the work has not been able to move forward so far.

Minister for Internal Affairs and Law Indramani Parajuli informed that the Provincial Assembly Secretariat has taken the initiative to use the Birendra Hall under the Biratnagar Metropolitan Municipality as a temporary assembly building. According to Minister Parajuli, the hall will be used for meetings and the Koshi Provincial Assembly Secretariat will pay a monthly rent of about 800,000 rupees for that. 

As the Provincial Assembly meetings have not been held for a long time, the main responsibilities of the Provincial Assembly such as lawmaking, policy discussions and parliamentary oversight have been affected.
