Khagendra Kharel 'Sanjay', 55, of Kankai Municipality-8, who has been spreading fear among the general public by repeatedly placing explosives in public places, has been arrested again.

The police arrested him on the charge of spreading panic by placing a pressure cooker bomb on the northern side of the road near the Mai Khola bridge along the East-West Highway on the morning of December 19.

In December 2008, a suspicious pressure cooker was found in front of Itahari Sub-metropolitan City in Sunsari, and the bomb disposal team of the army's Kali Shakti Battalion defused it. Kharel was also arrested in that incident.

Rabin Thapa and Sherjung Gurung were injured in a bomb explosion in a room in Nawajagruti Tole, Itahari-2, in Chaitra 2078. DSP Khagendra Khadka of the District Police Office, Jhapa, informed that the investigation revealed Kharel's involvement in that incident as well. He said that the necessary investigation will be carried out by extending the remand of the arrested Kharel by the District Court, Jhapa on Friday.

On December 19, a suspicious pressure cooker was found on the northern side of the road near the Mai Khola bridge along the East-West Highway on the morning of December 19. The bomb was safely defused by a team of the Nepal Army's Aridamana Battalion. According to the police, a pamphlet with the words 'Sanatan Suraksha Sena Nepal' was also recovered from the scene along with explosives.

According to the police, Kharel was arrested in Chaitra 2081 after being released after serving a two-year and five-month prison sentence. It has also been revealed that he was absconding while serving his sentence in Jhumka Prison in Sunsari during the 'Genji Movement'.

He has been accused of planting bombs in Birtamod and Damak areas for the past few years. The police said that further investigation into the incident is underway.
