The Immigrant Resource Center operating in Dhankuta Municipality has launched a village-wide campaign to educate people about the potential risks of foreign employment, legal provisions, and precautions to be taken.
Information Officer Manju Rai said that the center is providing information about the legal procedures before going for foreign employment, labor approval, nature of work, contract period, insurance, health check-up, compensation in case of accident and legal provisions.
Rai said that it is gathering people preparing to go for foreign employment, their families, people who have returned from foreign employment and the families of victims and informing them about fraud incidents, the risk of not getting wages and other benefits, forced labor, and the agency to contact in case of problems abroad.
After it was found that many young people from Dhankuta also get cheated, stranded and trapped in risky work while adopting illegal routes for foreign employment, awareness was started by reaching the villages.
Rai said, "We are explaining the provisions of the Foreign Employment Act, regulations, the importance of training before going abroad, the need for labor permits, and the complaint process that can be filed by reaching the embassy, the Department of Foreign Employment, and the Immigration Resource Center in case of problems."
The center has started the campaign from Belhara Valley in Dhankuta. Rai, the officer, said that the program will be implemented by reaching the Toll Development Organizations of each ward. According to the Department of Foreign Employment, 27,183 people have reached Malaysia, the Gulf, and European countries for foreign employment through legal channels from Dhankuta since 2077 alone.
Out of the 27,183 people who have gone for foreign employment, 5,402 are women. Meanwhile, 1,142 people have lost their jobs and returned home due to various reasons.
Amid the increasing trend of foreign employment, the number of victims coming with problems related to this is also increasing. The center has reported that 45 cases of death, fraud, amputation and illness occurred during foreign employment in Dhankuta during the fiscal year 2081/082 and this period of the current fiscal year.
Out of the 45 registered, 15 are related to death, 13 fraud, 9 are related to illness and amputation.
Dhankuta Chief District Officer Binod Kumar Khadka says that complaints are being received about companies not providing work as promised, uncertainty about the contract period, and people who lost their jobs and returned prematurely not receiving compensation from manpower companies.
Khadka said that in recent times, complaints have been received about people being sent to European countries including Romania, including those who were not sent money, etc. “In such cases, we call the victim and the perpetrator for discussions and reach an agreement, and if the complaint is not resolved, we send it to the Department of Foreign Employment,” Khadka said.
