Security agencies and the Election Office have started internal preparations in Dhankuta for the upcoming House of Representatives elections. The Election Office has started work as per the commission's work schedule.
While the District Security Committee is busy inspecting the conditions of polling stations and centers and preparing a security plan, the election-related activities of political parties are negligible .
The District Security Committee, led by Chief District Officer Binod Kumar Khadka, is busy inspecting and monitoring polling stations and centers . Chief District Officer Khadka, Superintendent of Police Sarat Kumar Thapa Chhetri, Deputy Superintendent of Armed Police Prem Prakash Sigdel and the Nepal Army are trying to increase public confidence in the elections by visiting villages and checking the effectiveness of security arrangements, improving administrative weaknesses and meeting with locals.
Chief District Officer Khadka says, ‘We are conducting on-site monitoring on the conditions of polling stations, how we can manage security, how to transport ballot boxes, and how to deliver ballot papers to the relevant places .’
Dhankuta has seven local levels, including four municipalities and three rural municipalities . Khadka said that work is being done to monitor and analyze the situation by visiting the polling stations and centers designated in previous elections at all local levels. He also said that interactions are also being held with local voters.
Superintendent of Police Sarat Kumar Thapa Chhetri said that the district's security mechanism is engaged in on-site studies and strategic planning for geography and road conditions, risk assessment, manpower mobilization, physical security management, transportation of ballot boxes and voting materials, crowd control, emergency management, effective coordination and communication. He said, "We are also studying the roads and geography for how many security personnel to be deployed at which centers, mobilization of police mobile and reserve teams, quick response, effective contact and help management."
Superintendent of Police Thapa Chhetri said that a security plan is being prepared as per the instructions received from the Ministry of Home Affairs, Police Headquarters and Koshi Province Police Office.
119 polling stations have been decided in Dhankuta for the election of members of the House of Representatives. Even though the polling stations have been finalized, the number of polling stations may increase or decrease. In the previous election, 54 out of 119 polling stations in Dhankuta were kept on the general, 49 sensitive and 16 highly sensitive list. It is said that further security analysis and level determination will be made by on-site monitoring of the same polling stations and centers.
The District Election Office is also working as per the commission's agenda. According to District Election Officer Madhav Prasad Adhikari, the work of updating the voter list and filing claims and objections is underway. He said, 'You can change the center within the same ward by choosing the center that suits you. We are preparing to correct errors in voter details, remove the names of deceased persons from the list and publish the final list.'
Even though the commission has started preparations for the election, there are no election-related activities of political parties in the villages. Locals say that there is no feeling that the election is coming due to the lack of party-based gatherings and discussions about candidates. Kamal Chapagain of Parewa Danda in Chhathar Jorpati Rural Municipality says that no election-oriented activities have been seen in the village. He said that no one from any party has been seen in the village. He says, ‘I have only heard about the election, no one has come. There are no leaders, no parties. It is deserted. Police patrols are seen occasionally, nothing else.’
Manikarna Dahal of Chulachuli also says that he has not been touched by the election. Although he is in favor of elections, he said that he does not feel like the election has come. ‘There is no such thing as this party or that party,’ he said, ‘There is no discussion of candidates, and no people have been seen.’
Even though administrative preparations for the election have progressed, the party’s election-oriented activities are very low. Nepali Congress Dhankuta President Dinesh Rai said that his party is fully prepared for the election. He said that the focus on the election has decreased as they have to focus on the party’s general convention. He says, ‘We are moving forward with both the party’s internal general convention and the House of Representatives elections through informal gatherings and formal gatherings.’
Meanwhile, UML Dhankuta Chairman Shiva Angla Limbu said that there is no possibility of an election. He says, ‘The current government cannot hold an election. We will not get caught up in the confusion of an election that will not happen.’ He expressed his determination that the parliament should be restored and that the re-established parliament will hold elections later.
Nepali Communist Party leader Hemchandra Kirati said that despite some confusion due to the party’s integration work, his party is ready for the elections. He said that he will go out for the elections after completing internal preparations.
Koshi Province member of the National Independent Party Deepak Guragain said that the organization expansion and the initial selection process for candidates for the House of Representatives have begun in all 14 districts. He informed that applications are being accepted from those who want to run for the House of Representatives.
