What you should know

After a long tug-of-war, the executive meeting of Dharan sub-metropolitan city has passed the budget ceiling amendment for the current financial year 2082/083.

The executive meeting held on Friday also decided to reduce 10 percent of the total capital budget from the budget determined by the Resource Estimates and Budget Limitation Committee, excluding current expenses, and to implement the Municipal Assembly on August 26. The meeting decided to hold the Municipal Assembly at 1 PM at Dharan Sub-Metropolitan Complex. In the

meeting, Mayor Hark Sampang presented 15 agenda items to pass the ceiling. In the meeting, executive member Savitri Pariyar proposed an amendment to reduce the budget by 10 percent on behalf of UML. His proposal was unanimously approved by the executive meeting.

Earlier, the Resource Estimation and Budget Limitation Committee had passed the ceiling of 2.2 billion 207.4 million 59 thousand with the majority of UML's disagreement. CPN-UML elected ward presidents and members of the executive demanded that the budget should be reduced, saying that a deficit budget should not be made. Now, the capital budget will be reduced by 10 percent and the budget ceiling will be maintained.

CPN-UML elected ward presidents and members of the executive committee had previously boycotted the executive meeting many times, demanding that the Awanda funds such as the Mayor's Fund, Deputy Mayor's Fund, Mayor's Vision, Deputy Mayor's Vision, and the Executive Fund should be abolished.

Hearing their demand, it was decided to change the names of the schemes allocated as Mayor and Deputy Mayor Vision to City Vision. It has been decided to keep 1.5 lakh scheme in the said vision. In the

meeting, Mayor Sampang proposed to change the names of Mayor and Deputy Mayor Vision to Nagar Vision. Deputy Mayor Aindra Bikram Begha objected to the proposal. He disagreed with the change of name despite breaking down the budget of the mayor and deputy mayor vision as requested by the UML ward president and executive members.

After a long discussion, the executive meeting has also decided to pass the policy and program with amendments. In the policy and program, it has been decided to include the point suggestions given by the CPN-UML and pass them with amendments in the next executive meeting.

Similarly, there has been a controversy over the song chosen for the municipal anthem. As called by the sub-metropolitan city, Tika Atreya's creation was chosen for the municipal anthem. Although the creator mentioned the word laborer in the creation, Mayor Sampang changed the word to laborer and recorded the song.

The writer expressed his displeasure over the change of the word and said that only the author has the right to change the word of the author, and Deputy Mayor Begha and ward presidents requested to postpone the agenda. He had taken the position of passing the agenda related to the municipal anthem only after reaching an agreement with the creator.

Mayor Sampang postponed the agenda saying that he would talk to the creator. He concluded the executive meeting by saying that this matter will be discussed in the next meeting. The meeting also decided to hold the next executive meeting on August 22 (Sunday).

It is said that along with policy and program revision, the remaining agenda items such as revenue review, bus park operation report, road usage service fee contract, rate will be discussed again.
