Even though it has been almost three weeks since the local levels started the implementation process of the new budget, there is still confusion about bringing the new budget in the two sub-metropolitan cities of Koshi Pradesh, Dharan and Itahari.

This local government, which has been suffering from a budget vacuum since July 1, has been outraged that the people's representatives did not resolve the dispute and come up with a budget, even when the situation is about to stop, from the payment of the development projects under them to the salaries and allowances of the employees.

Due to internal strife between the people's representatives, the lack of budget has been prolonged in Dharan and Itahari sub-metropolis, where the budget could not be brought and the budget was not passed. Itahari Mayor Hemkarn Paudel has been busy visiting Indian pilgrimage sites for two weeks after giving the ward chairman the task.

The work of determining the budget limit has not been completed in Dharan, which has not been able to submit the budget till June 10th. Surya Bahadur Bhat, Ward Chairman and Municipal Spokesperson of Ward No. 17, informed Manoj that the budget will be available by the end of July as initiatives are being taken to resolve the dispute in Dharan. Maniram Shrestha, acting mayor of Itahari sub-metropolitan city, claims that the budget could not be passed because of deputy chief Sangita Kumari Chaudhary, and claims that they are ready to get out. 

During the preparation of the budget, a dispute arose between the mayor Hark Sampang and the deputy mayor in Dharan. In Dharan, which has not been able to submit the budget due to the dispute over labor donation, there are still many processes of budget making. There has been no discussion in Itahari for two weeks, which could not be passed even after submitting the budget to the Municipal Assembly. People's representatives have not been responsible for removing the budget confusion seen in these two important cities of eastern Nepal. 

The meeting of the revenue consultation committee led by the deputy chief in Dharan on May 30 said that a budget of 1 billion 60 million 1548 thousand rupees can be brought. Two important local governments of eastern Nepal are running in confusion and uncertainty after the dispute between the UML and Congress elected representatives in Itahari failed to pass the proposed budget of 2.55 billion 21 lakhs in the Municipal Assembly.
