The audit report of the Accountant General has pointed out that the view tower built by Diktel Rupakot Majhuwagadhi Municipality in front of Buddhashwar Cave in Majhuwagadhi area is unreasonable.
Since the view tower is built in a place where it can be seen clearly from all around naturally, there is no achievement and value created from it, so a question has been raised about the justification of the construction of the said structure. The report of the financial year 2080/81 has also suggested that such structures should be built keeping in mind
achievements and productivity. In the financial year 2080/81, 65 percent of the Koshi province and 35 percent of the municipality have been allocated 9666,289 rupees out of which 136,660,289 rupees have been allocated for the construction of the said view tower.
RKD Construction Pvt. Itahari took the contract for the project. The report also pointed out that the construction work was started before the DPR.
South Asian Tourism Advisors and Engineering Consultants Pvt Ltd took charge of DPR construction for Kalika Bhagwati and Majhuwagadhi beautification projects. The report pointed out that the construction of the Viewtower was started after the construction of the DPR.
Although the municipality received the DPR report only on 7th Baisakh, 2081, it seems that the agreement was signed with Madi RKD Construction Pvt.
The audit report also pointed out that the construction work was carried out with the community forest user group without resolving issues such as who will own the structure after construction, who will collect the income, and without obtaining approval from the government of Nepal to construct the structure in the community forest area.
Although the municipality claims that the land on which the view-tower is built belongs to the Devisthan Community Forest, the locals have complained that the view-tower has been built on the land of the community forest as well as individuals. Even the Amin of the municipality does not know on whose land the structure was built.
'Before constructing the structure, they were not even consulted, they don't even know whose land it was built on,' said Amin Sumankumar Dev of the city. Locals complain that the land should be torn down as the structure has been built without uniting it.
The people affiliated with the organizations related to the Kirati community, including Kirat Rai Yaokkha, have protested that the municipality has constructed the DPR of Majhuwagadhi area without involving them.
