Namonarayan Majhi, chairman of Gramthan Rural Municipality of Morang, has banned two ward presidents from the village assembly meeting for seven days for violating discipline.

In the third meeting of the village assembly held on Friday, Chairman Majhi accused the ward presidents of violating the dignity of the assembly and expelled them as a disciplinary action. Chairman Majhi issued an order against Ward No. 7 President Virendra Chaudhary and Ward No. 5 President Veshnarayan Chaudhary who raised questions about why the policy and program were presented to the village assembly without being passed by the executive. The

order states, 'During the third meeting of the 17th Village Assembly of Gramthan Rural Municipality on 27 June 2082, both ward presidents broke discipline, used insulting language and harmed the reputation of the assembly, and as per section 16(4) of the Village Assembly Operating Procedures, 2074, the meeting was prohibited for seven days.'

President Majhi, who was elected from the Maoist center last November, took action against the ward presidents of the main opposition party UML. Ward presidents who have been banned have said that they will seek legal redress because they have been treated in a disgraceful manner for asking simple questions.

This is not the first controversy. Chairman Majhi had previously come into the limelight due to controversial decisions such as taking away the car of a close representative of the UML along with Vice President Gunawati Tharu, appointing the Ward President acting while being the Vice President, and making decisions without a quorum in the executive meeting.

The Supreme Court had ordered not to implement the decision of the Chairman Majhi, who assigned the responsibility to the Ward President in violation of the constitutional provision to appoint an Acting Vice President. This time, the village assembly of the village has been postponed again after two ward presidents were expelled from the village assembly. The rural municipality, where Congress and UML have a majority, has not even been able to submit a budget proposal so far.
