Even according to the court's decision, the victims expressed their grief that the district administration office Khotang refused to grant citizenship. Indra Bahadur Thapa of Diktel Rupakot Majhuwagadhi Municipality-3 Bamrang complained that he did not get the citizenship despite the temporary bench of Biratnagar High Court issuing the verdict.
Omprakash Ghi Adhimire, a pro bono legal practitioner of Thapa, has said that although the joint bench of Biratnagar High Court temporary bench Okhaldhunga judges Dhir Bahadur Chand and Babita Upreti on 23rd January 2081 gave a verdict to Thapa as per section 8, (1) (c) (3) with amendment of Citizenship Act 2063, it has not been given yet. Chief District Officer Narahari Ghimire has said that although the court has given a verdict that the citizenship will be granted, it has been delayed due to technical problems regarding the address in the software. Chief District Officer Ghimire also informed that more letters have been sent to the Ministry of Home Affairs.
'The court has decided to grant citizenship, but there is a technical problem regarding the address in the software,' said Ghimire, 'a letter has been sent to the Ministry of Home Affairs for more information about this.' The last time he submitted an application for citizenship at District Administration Office Khotang on 17 August 2081. But after the then Chief District Officer Shivkumar Karki filed a bench stating that citizenship cannot be granted, the case was registered in the Okhaldhunga temporary bench of the High Court of Biratnagar on 7th November 2081. The decision was made on this basis. Ghimire, a pro bono legal practitioner from Thapa, has said that there is no option to file a case for defamation of the court as they have not been implemented as per the decision.
The leaders of the political parties in the district have also complained that the Khotang District Administration Office has caused suffering to the common people in the matter of citizenship. On Tuesday, Congress, UML leaders complained to Chief District Officer Ghimires.
