The under-construction bridge over the Ledua river in Siran of Devi village located in Dharan sub-metropolitan city-5 has been standing still for 4 years, and the locals have to suffer.
The bridge, which was supposed to be built on July 7, 2078, has been completed only 64 percent of the time after 4 years. This bridge connects Wards 5 and 4. Residents of wards 4 and 5 of Dharan, which is known as a well-known and developed city in the east, are suffering every winter due to the lack of a bridge.
There are only 3 thousand 500 households and 15 thousand 800 population in Ward 5, which is in a remote area. Locals say that due to lack of bridge, they have to suffer for health, education, agriculture etc. If the bridge is not built, it is difficult to travel during the rainy season . "When we are sick, sometimes we have to bridge the river even with bamboo," says the local prince Rai. As a result, children above 6th grade have to cross the river to study. Nar Bahadur Magar, a resident of Zariyal Toll, said that the bridge was not built on time, and the children's education was also affected. According to him, children have to be sent to school by crossing the river during the rainy season. He said that during the rainy season, he used to send them to school by observing the flow of water. "If the bridge had been built on time, we would have been freed from many problems," he said.
Due to the current situation of Dharan-5, local Rajkumar Rai said that vegetables and milk produced by the locals of Nishandanda are not being brought to the Dharan market. 
On July 4, 2077, the Ministry of Physical Infrastructure Development of Koshi Province signed an agreement with World Trade Construction Company for 1 crore 21 lakh 86 thousand 813 rupees to complete the construction in one year. The deadline for the construction of the 16 meter long bridge has been extended twice. The contract period extended for the second time on June 30, 2081 is until next May.
After the construction of the bridge did not speed up even after the extended period, Physical Infrastructure Development Minister of Koshi Province Bhupendra Rai, Ministry Secretary Ashok Kumar Shah, State MP Ramesh Kumar Basnet, Dharan-5 Ward President Manprasad Limbu and others conducted on-site monitoring on Wednesday.
After the monitoring, Pashupati Baral, the contractor of World Trade Construction Company, promised to start the work from the 26th of Chait and complete it by the end of May. So far, the company has received payment of 89 lakh 50 thousand 173 rupees. Minister Rai has warned that the companies that are late in the work will be brought under the legal ambit and action will be taken. 
Minister Rai said that most of the under-construction infrastructures were not completed on time due to many reasons including stopping the construction work by the builders for no reason, and not showing interest in completing the work on time. He said that if they cannot do the work in the area where the complaint has been made, they will be blacklisted.
