In the experience of Indra Bahadur Angwo, the leader of the Maoist parliamentary party, both the parliament and the government were in harmony during the previous tenure. The government changed three times. However, neither the parliament has left the rhythm, nor the government. The government and parliament went through the normal process.

Angvo Anubhav shares, "There was a regular discussion on the bills". Discussions and debates were held in the state assembly, especially in favor of people's concerns and development. But, from the beginning of the second term, which started on 17 January 2079, the parties became active in the ruling party. Due to being stuck in the quagmire of political power change since the beginning, now neither the government nor the state assembly has caught the rhythm.

"The government is in a worse state", says Angwo, "after 6 months, it has not been able to spend more than 15 percent of the budget". However, the government has not taken a single step in the matter of reconstruction. There was no discussion in the Provincial Assembly.

"Even in the meeting on the 7th, there are not many important bills", Angwo said, "Important bills do not seem to have been drafted yet, it does not seem to have been discussed with stakeholders". The government seems indifferent to making laws and giving business to the state assembly.

After the last meeting of the fifth session on October 4, the Koshi state assembly has not been able to function. After about five months, the sixth session is going on from January 7. Especially Koshi State Assembly has been a direct victim of political instability. Due to which it is difficult for him to catch the rhythm .

Only 68 meetings have been held until the fifth session of the second term. While 170 meetings were held until the fifth session of the first term. .

The first convention was held 13 times from 2079 Push 17 to February 17 . The second session was held 6 times from June 14 to June 31, 2080, the third session was held 5 times from June 14 to August 6, 2080, the fourth session was held 23 times from October 17 to December 25, 2080, and the fifth session was held 21 times from May 31 to October 4, 2081.

"The meeting is being held on January 7 for the first time after almost five years", Gopal Prasad Parajuli, Secretary of the Provincial Assembly, said, "Due to various political ups and downs, the meeting could not be held regularly, now it is happening."

Due to the power of Dauphin, the problem has arisen in the conduct of the meeting in the state assembly . Within two years of the second term of the Provincial Assembly, power has changed 6 times.

'When the government changed six times in the second term, it seems that the public has become more dissatisfied with the state government', said Bhakti Prasad Sitaula, the leader of the state assembly party of RPP, 'Rather than delivering to the people, it is political  As the provincial government was limited to Daupech only, it could not be resumed in the provincial assembly.'

According to Citaula, unless  The Union does not delegate authority to the state, until then the state is without business in the state assembly . This time also the situation is the same . Sitaula added, "I don't think there is any business even if he is called to the state assembly."

Claiming that the meeting will be held only because of the legal provision that the meeting should be held without a difference of 6 months, Sitaula said, "There is nothing business, the meeting is only for formalities."
