Karnali Province Chief Minister Yam Lal Kandel has resigned from his post. He announced his resignation while addressing the meeting of the Provincial Assembly held on Saturday.
A no-confidence motion has been registered against him in the Provincial Assembly. On Asar 32, 16 Provincial Assembly members from the Nepal Communist Party (NCP) and Nepali Congress registered a no-confidence motion against Chief Minister Kandel in the parliament.
He first became Chief Minister on Chaitra 27, 2080, through an alliance between CPN-UML and CPN (Maoist Centre). Nearly four months later, after a change in the coalition at the center, he became Chief Minister for the second time on Saun 21, 2081, with the support of the Congress, sharing the term equally and winning a vote of confidence.
The Provincial Assembly meeting scheduled for 3 p.m. today was set to discuss the no-confidence motion. However, as it became unlikely that he would secure a vote of confidence, Kandel was compelled to resign as Chief Minister.
In the 40-member Provincial Assembly, Congress has 15 members, NCP has 13, UML including the Speaker has 10, and Rastriya Prajatantra Party and others have 1 member each. To form a government in the province, the support of 21 Provincial Assembly members is required.
Since Saun 2081, there had been a power-sharing arrangement between UML and Congress in Karnali. However, after the two parties failed to reach consensus on power-sharing, on Asar 31, four Congress ministers participating in the government resigned. The day after the ministers resigned, Congress, in alliance with the NCP, registered a no-confidence motion against the Chief Minister in parliament. The no-confidence motion also mentions that Congress parliamentary party leader Jeevan Bahadur Shahi will be made the new Chief Minister.
