In the past year, 608 human rights violations have occurred in Karnali Province. 594 people have been victims of these incidents. According to the Informal Sector Service Center (INSEC), 515 women and 81 men have been victims of human rights violations in 2025.

Last year, 85 people, including 6 women and 79 men, were victims of state violence, and 531 women and 78 men were victims of other violence, said INSEC Karnali Province Coordinator Narayan Subedi. According to him, 82 people were injured in various incidents last year. The organization also showed that rape incidents in Karnali increased in 2025.

64 rape incidents occurred in the past 5 years. "Human rights violations are increasing due to weak implementation of the law, lack of state accountability and social evils," said Coordinator Subedi. "If we can end impunity, adopt the rule of law, institutional reforms and respect for human rights, such incidents will decrease."

At the data release program, Karnali Province Chief Minister Yamalal Kandel said that the journey to prosperity is impossible without improving the human rights situation. He said that human rights violations are recurring due to lack of coordination among state bodies, delays in justice and weak implementation, and informed that the provincial government is committed to solving such problems.
