Chief Minister Kandel has expressed dissatisfaction over the fact that despite the creation of a schedule for works under the ministry, work has not been carried out as per the schedule.
Karnali Province Chief Minister Yamalal Kandel has directed not to delay development work by citing the elections to be held on Falgun 21. At the semi-annual review program of the ministries under the Karnali Province government that began on Wednesday, Chief Minister Kandel said that development work and service delivery should not be stopped by citing the elections as the election code of conduct does not prevent regular work.
He said, "We need an excuse, development work should not be stopped by showing the election." Chief Minister Kandel expressed dissatisfaction that although a schedule of works under the ministry has been prepared, work has not been done as per the schedule.
He has instructed the office heads to work in a way that shows their competence, ability and perseverance with results. Stating that delay in development and service delivery is unacceptable, he said that excellence should be demonstrated through work as per the expectations of the people. He clarified that even if the election code of conduct prevents new work, there will be no obstacle in the implementation of plans and programs that have been included in the regular annual policy and program.
Chief Minister Kandel mentioned that public trust in the government will be weakened if the approved plans are not completed on time. Chief Minister Kandel directed that there should be no compromise on quality, time frame and transparency in development projects and said that it is necessary to make coordination and monitoring more effective.
Minister for Economic Affairs and Planning Rajiv Bikram Shah said that the problems seen in budget implementation should be identified and addressed. He mentioned that coordination between the ministry and its subordinate offices is necessary to achieve timely expenditure and progress according to the target.
Minister for Water Resources and Energy Development Vijaya Budha stated that the energy and water resources sector is the basis for the overall development of Karnali and said that the ministry is committed to the effective implementation of the plan.
Chief Secretary Birendra Kumar Yadav, Finance Secretary, Energy Secretary and heads of 10 district offices under the ministry were present at the program. The program reviewed the progress of the second quarter of the current fiscal year and also discussed the upcoming action plan.
