The construction of the Kot Bayale Lift Drinking Water Supply Project in Laxmipur, Kalimati Rural Municipality-1, has not been completed even after 5 years since it began.

The project, which was started in 2077 BS with the aim of completing it within a year, has not been completed yet due to the contractor's delay.

The residents of Pokhara, Dhumke, Bayale Aruchaur and Kot in Laxmipur, Kalimati-1 have been suffering due to the non-completion of the drinking water project. After the contractor's delay in the project, which was started with the aim of providing drinking water to every household, they are forced to walk for an hour to the local spring and well for drinking water. 269 families from 5 settlements and children studying in schools have been affected due to the non-completion of this project.

The government had allocated a budget of 10 million in 2077 BS to provide water to households in various settlements that had been facing an acute shortage of drinking water for twelve months. BC Construction Services was given the responsibility of carrying out the Lift Drinking Water Project.

Purnima Gharti, 45, of Kot, said that they were forced to walk for an hour for a jug of water because the construction company was not interested in the work. She said, "A large tank has been built near the settlement of Kot.

The plan was to draw water from a source near the river half a kilometer down and supply it to most of the houses in Ward 1. The dream of the locals to fill their homes with water has not been fulfilled yet due to the lack of completion of the work. ' She said that all the women in the settlement have been suffering from back pain due to having to carry water filled in jugs on their heads and carry it up and down for a long time. 

Ward Chairman Ravilal Basnet said that despite the budget being allocated much later as per the demand made by the ward residents to solve their problems, the desire of the locals to fill their homes with water has not been fulfilled due to the delay of the contractor.  He informed that the project started by the construction company in 2077 BS has been completed in about 80 percent of the time. According to him, due to the delay in the project, 160 houses in Pokhara, 19 in Bayale, 50 in Dhumke, 20 in Aruchaur and 20 in Kot and children from two schools have been affected. 

‘The federal government stopped sending the budget after the contractor failed to complete the work within the stipulated time frame. Even though the government did not send the budget, it has been decided that the municipality will bear the amount as per the work done. The contractor came and worked around Jestha/Asar. After that, they have not shown any interest in doing the work,’ he said. ‘We have been urging them, but they have not shown any interest.’

He said that neither action has been taken against the contractor who delayed the work nor has the needs of the general public been met. ‘When the contract is canceled, if the contractor files a case, there is nothing to do but sit idly by,’ he said. Bharat Basnet, the director of the construction company, said that even though the lift drinking water project could not be completed due to various problems in the past, it will be completed and handed over this year anyway.’
