Karnali Province Chief Minister Yamalal Kandel has urged members of the Provincial Assembly to create a conducive environment for effective spending of the allocated development budget in their respective districts.
Addressing an interaction on project proposals and selection, project banks, conditional, complementary and special grant implementation organized by the Karnali Provincial Planning Commission on Tuesday, he said that since there is a possibility that expenditure may slow down due to various reasons, members of the Provincial Assembly should reach the districts and take the lead in increasing the pace of work.
Chief Minister Kandel opined that a common understanding is necessary between people's representatives, employees and the government at various levels to implement the current year's budget. 'The reason for conducting this program is to bring all parties on the same page,' he said.
Claiming that Karnali Province has taken the first initiative in the country to systematize the process of project proposals, selection, project banks and grant implementation, Chief Minister Kandel informed that integrated management of the plan has been taken forward through formal discussions with the local level for the first time. Kandel stressed that arrangements have been made to monitor the plans of 10 districts in the ministry and that development projects in the districts will be monitored through offices in the districts. Stating that all projects worth more than Rs 5 million will now be included in the project bank to stop the schemes that were being recommended arbitrarily in the past, he clarified that the government is serious about reforming the system.
Chief Minister Kandel acknowledged that the evolving political and administrative environment has added challenges to the work and stated that he will work honestly. ‘The unusual situation has made everyone tired, but we cannot back down from our responsibilities,’ he said, ‘Therefore, there is no alternative but for everyone to take responsibility from their place and increase the pace of work.’
At the program, Karnali Provincial Assembly Speaker Nanda Gurung said that if the laws related to plan proposals and selection procedures, project banks, conditional, complementary and special grants are effectively implemented, financial resources will be utilized properly.
She also expressed her belief that this process will bring an opportunity to eliminate the distortions seen in past plan management and to systematize development work.
Provincial ministers, provincial assembly members, chief secretaries and secretaries of various ministries were present at the program.
In the working procedure, the Planning Commission has been given a deadline of mid-Mansir to select the plan for the upcoming fiscal year and send it to the concerned office. Similarly, the district-level committee has been provided with the deadline to send it to the concerned ministry by mid-Magh.
