After the movement led by Jen-G, the functioning of the Karnali government is in confusion. Since the agitation, the Council of Ministers has not been able to hold a meeting, and some ministers, secretaries and employees who went on Dasain vacation have not returned, so the flow of services has slowed down. All the ministries of Karnali, which used to be crowded before the movement, seem to be deserted.
During the agitation, some ministries, subordinate offices and residences of ministers of Karnali, including the secretariat of the Karnali State Assembly, were vandalized and set on fire. "Neither the Parliament session nor the Council of Ministers meeting," said an officer of the Chief Minister and Council of Ministers Office, "some ministers and secretaries are out, and because of the lack of necessary policy-directive work, even the employees have become idle." According to him, a detailed assessment of the damaged structures has not been done.
Three days after the protest, Chief Minister Yamalal Kadel monitored the structures that were set on fire and vandalized by the protestors. In that regard, he said that the reconstruction plan will be moved soon, but no decision has been taken yet.
Now the Karnali State Assembly is also at a standstill. State Assembly Secretariat Secretary Jivraj Budhathoki said that since the government did not take necessary decisions for the reconstruction of the damaged structures, it was only doing administrative work from the buildings that were left to burn. According to him, the sixth session of the second term ended on July 21. "Until noon, we used to convene the parliament session after Tihar, but now most of the structures have been damaged, it is not possible to convene the meeting without an alternative arrangement," he said, "Neither the damage has been assessed nor has the government moved forward with any plan for reconstruction."
The last Cabinet meeting was held in Karnali on 4th August. "Almost a month and a half has passed since the Cabinet meeting was not held," said Laxmikumar Vick, Secretary of the Chief Minister and Cabinet Office, "Now we don't even know when the next meeting will be held."
After the government residence of Karnali Chief Minister Yamlal Kadel was destroyed by fire, the residence of the Minister of Internal Affairs and Law has been managed. The chief minister's secretariat said that since the chief minister Kadel also handled the duties of the ministry of internal affairs and law, it was easy to manage the residence. But Chief Minister Cadel seems to be less active lately in various formal programs, party activities, meeting workers etc. "The movement created psychological panic among employees and public representatives," said Secretary Wik, "which had an impact on the implementation of government policy decisions, development and construction operations and service delivery." During the
movement, various 38 public structures were set on fire and vandalized in the provincial capital Birendranagar. Chief Minister and Council of Ministers Office spokesperson Krishna Prasad Kharel said that 4 structures under the province were completely damaged. According to him, the payment process was also stopped for almost a week after the building of the State Controller of Accounts office was completely burnt and damaged due to the agitation. "Accounting work has been resumed now," he said, "except for making major policy decisions, we are doing other work regularly." "Until last year, some schemes could go into the tender process before Dasain," he said, "maybe due to the impact of the agitation, none of the schemes have been implemented yet." Deputy Secretary of the Ministry of Economic Affairs and Planning, Mahendrajung Shahi, said that in the current financial year, only the amount of salary allowance has been authorized. "The budget of the development plan has not been approved by the ministries and subordinate agencies," he said.
Government spokesman and Minister of Land Management, Agriculture and Cooperatives Vinod Shah said that despite the lack of necessary coordination and cooperation after the formation of the interim government at the Centre, there was some confusion. "The discussion on how to rebuild the damaged structures is still going on," he said, "There is some confusion because Dasain started right after the movement, now we will hold a cabinet meeting soon and speed up the service flow and reconstruction."
