The employees had been protesting in Birendra Nagar for more than two weeks because of the discrimination in the Local Service Formation and Operation Act of Karnali. All the 79 local level employees of Karnali were on strike by stopping the work.
At the end of the financial year, the work of the local level was affected by the movement of the employees. Even before this, the employees had protested for 1 month. Employees working at the local level staged a protest saying that they were discriminated against in their professional development.
On Monday, the protest was suspended after 14 points were agreed with the committee formed by the state government to negotiate with the protesting employees. On Friday, the provincial government formed a negotiation and facilitation committee under the coordination of Chief Minister and Cabinet Secretary (Law) Birendra Bahadur KC.
The agreement was reached after tripartite talks and discussions between the negotiation and facilitation committee, the national level trade unions active in Surkhet district and the Karnali province committee of the local service staff network. After the
movement, the government here on May 2 A bill to amend the Local Services (Formation and Operation) Act, 2081 has been registered in the Provincial Assembly.
In the proposed amendment, it is seen that there is a direct impact on the moral development of the employees working in the local service, and therefore it is necessary to amend the various sub-sections, as the demands have been submitted jointly, it has been agreed to recommend the negotiation and facilitation committee to the provincial government through the Chief Secretary of the Karnali Province to address the issues of the original Act, said Bikram Shahi, Coordinator of the Local Service Employees Network, Karnali Province.
