Only last Friday, Dolpa MP Dhan Bahadur Budha met Defense Minister Manvir Rai. Earlier on 27 Chait, he met Physical Infrastructure and Transport Minister Devendra Dahal.
All the physical infrastructure and defense ministers of all the governments formed in the last 6 years have met. He drew the attention of the government many times through the House. However, no concrete decision has been made. The subject is to hand over the construction of Lasicap-Sisaul section to the Nepali Army. Bheri Corridor will be completed only after this section is constructed.
Out of the 216 km long Bheri Corridor, 44 km of roads are yet to be opened. Out of which 33 km is rocky terrain. MP Budha has been asking all the ministers for the last 6 years to entrust the construction of the road to the army.
However, the implementation has not happened. MP Budha says, "I have been meeting the physical infrastructure and defense ministers of all the governments of the past six years demanding that the army be given the responsibility for the construction of the road from Lacycap to Sisaul, but no concrete work has been done so far." It is the main responsibility of the state to complete it. I am appealing to both the House and the government on this matter. He said, "Dolpali has faith in the army after constructing the Jajarkot-Dolpa road after breaking the big rocks. I think that if the army gets the responsibility, the Lasicap-Sisaul section will be completed on time, but I don't know when the government will take a concrete decision to take over the work.
He demands that the state should be serious about the construction of this section which is under the Bheri Corridor, which is the lifeline of the people of Karnali. When the then Defense Minister Purna Bahadur Khadka was present, a team including Dharmendra Kumar Jha, head of Nepal Army's Development and Construction Division, Mahendra Majhi, engineer of Bheri Corridor, inspected the section from a helicopter.
At that time, the work that the army was supposed to take over has not yet been completed. Even though the provincial parliamentarians elected from Dolpa have been repeatedly raising the issue of asking the army to be in charge of the construction of that section, it has not been heard.
Bir Bahadur Shahi, a member of the Karnali Provincial Assembly, says, "I have been raising my voice many times in the Provincial Assembly for the construction of the Dunai-Lassicap road, but nothing has been heard."
He says that this road will not only provide the facility of free transportation but also help in the expansion of diplomatic relations. He says, 'Millions of tourists come in to see the beautiful Phoksundo Lake, Jagdulla Lake, Suligard Waterfall, Aglobasti Charka Bhot in the world, the famous religious place and the Shaktipeeth Sri Bala Tripurasundari Temple, which have been neglected due to the lack of publicity, and the state can benefit from this.' Now, vehicles reach Dunai directly from Kathmandu. However, the residents of Upper Dolpa are living a difficult life due to lack of transport facilities.
Locals are complaining that there is a problem in the transportation of daily consumables and health care due to the fact that the road is not connected up to Upper Dolpa. Along with this, the price has also been affected. Because the road is not connected, the residents of Upper Dolpa have to walk for three/four days to reach the headquarters for citizenship passport etc.
The upper Dolpa will be connected to the national road network only after the construction of a bridge over the river between the opening of the Lacycap-Sisaulkhand track. In the upper Dolpa, there are three local levels including Dolpobuddha, She-Foksundo and Charkatangsong.
