The bill to amend the Karnali State Sports Development Act 2076 was registered in the Karnali State Assembly on Chait 12, 2079. It was discussed in the Provincial Assembly on March 19th and a theoretical agreement was reached on May 7th of last year. On 17 Baisakh 2080, after the notice of amendment was postponed, it went to the Social Development Committee.
But for almost 23 months, due to the lack of discussion, the officials of the Provincial Sports Development Committee have not been appointed . The previous officials have not even been able to get their salary for almost 2 years . Officials are vacant in the council since 26th of January.
Similarly, on May 27th, a bill was registered in the Karnali Parliament to make arrangements for the empowerment of the Dalit community and promotion of living standards. After that, a discussion was held in the Provincial Assembly on June 3 and the theoretical discussion was over on the 24th. Similarly, on the 27th, the notification of the amendment was received, but it has been stuck in the Social Development Committee since the 28th of June. Because of this, important programs related to Dalit development have not been made in Karnali Province, where about 29 percent of the Dalit community lives.
Currently, the Bill 2080 to regulate Karnali Province electricity and the Bill to regulate Karnali Province Police Service, registered by the Ministry of Internal Affairs and Planning, are also pending in the committee. During the term of the previous parliament, 10 bills were kept in the committee and became inactive. The State Assembly Secretariat had created 53 laws in the 5 years of the previous term.
Although 16 bills have been registered in this term of parliament, only 7 bills have been passed so far. Among them, 4 bills are related to the expenditure and operations of the provincial government, while the bill to regulate the formation, operation and conditions of local services, the bill related to the provincial civil service and the bill related to the Karnali Provincial Training Institute are only of public importance.
State Assembly Secretary Jivraj Budhathoki said that the remaining 9 bills are stuck in the state assembly and committees. "Parliament doesn't get business, neither does the bill come from the government," he said.
According to Kamal Lamsal, Vice-Professor of the Midwestern University, the parliament could not function in Karnali due to the power struggle, the central power equation changing, and the dispute between the power partner parties. "Parliament is a place to talk about people's problems, to put pressure on the government for solutions and speed up law making," he said.
