In the 7 years since the formation of the first state government in February 2074, 4 governments were formed in Karnali. Currently, the Karnali government is headed by UML's Yamalal Kandel. He is the fourth Chief Minister of Karnali state government.
In a period of seven years, 43 ministers including the Chief Minister became in Karnali . But the participation of women in the state government is low. So far, only 6 women have had the opportunity to become ministers in all 4 governments.
Article 168 (9) of the Constitution mentions that the Provincial Council of Ministers will be formed based on inclusive principles. At least 33 percent of women should participate in every structure of the state . But still 33 percent of women have not reached the government of Karnali.
43 ministers including 4 chief ministers have been appointed in Karnali. So far, only 6 women MPs have become ministers in the council of ministers. During this period, 37 men got the opportunity to become ministers . In the government formed so far, 2 men got the opportunity to become ministers again. Bir Bahadur Shahi of Maoist and Yagya Bahadur Budha of Congress got the opportunity to become minister twice.
However, the participation of women in some of the councils of ministers formed during this period remained zero . In Karnali, the first government was formed under the leadership of Maoist Mahendra Bahadur Shahi. After that Jeevan Bahadur Shahi of Congress headed the government . After him, the government was formed under the leadership of Rajkumar Sharma of Maoists. Now there is a government led by Yamalal Kandel. Women's participation in all 4 governments has not been satisfactory. 
Even when the cabinet was changed many times, women were not given the opportunity . Ministers have been made only to show the participation of women. Shahi, the first Chief Minister of Karnali, made 2 women ministers during his tenure. Initially, he made Vimala KC a minister and during the reorganization of the cabinet, Sita Nepali participated. Even though the ministry was divided to arrange the distribution, he made only 1 woman minister in the 8-member cabinet.
Jeevan Bahadur Shahi, who became the second Chief Minister, did not include even one woman in the 8-member cabinet. He appointed non-members as ministers to maintain power and made the participation of women in the council of ministers zero. A writ was registered in the High Court Surkhet saying that the Council of Ministers was not included in Karnali. During the time of Chief Minister Jeevan Bahadur Shahi, a writ was filed in the Council of Ministers saying that inclusive representation was not provided as stipulated in the constitution. In the same petition filed by advocate Sher Bahadur Khatri and human rights activist Tika Bista, the High Court ordered the provincial government to make the cabinet inclusive and ensure women's representation.
Since the cabinet was not inclusive, a writ was filed demanding that the cabinet should be re-formed with the representation of women and Dalits. While hearing the same writ, the High Court ordered that the government should be run according to the spirit of the constitution and women should be represented in the council of ministers according to inclusive principles.
After the court ordered to make the Council of Ministers inclusive according to the spirit of the constitution, he barely made a woman a minister with 6 months remaining in his tenure. At that time Krishna Shah Bantri became a Maoist MP. Similarly, the subsequent Chief Minister Rajkumar Sharma initially made Urmila Vishwakarma the Minister of State to show women's participation. But when he started being criticized for being indifferent to women's participation, he appointed state minister Vishwakarma as a minister. Even now, there is barely one woman minister in the 8-member cabinet. There are 2 women ministers in the current government. Minister of Water Resources and Energy Development Vijaya Budha and Minister of State for Physical Infrastructure and Urban Development Gamata Wick Bani .
Maoists and Congress led the government in Karnali for 7 years. Similarly, the UML and the United Socialist Party participated in the government many times. Now UML is leading the government. So far only 6 women have got the opportunity to become ministers in Karnali. Initially, all the four women who got the opportunity to become ministers were from the Maoist center . Now Congress has made a woman minister. UML has made a minister of state .
There were 13 women MPs in the 40-member state assembly in the previous tenure. Among them, there were 5 women MPs from UML, 4 from Maoist, 2 from Congress, 1 each from RPP and United Socialist Party. Similarly, the number of women MPs in this term is 15. In which there are 4 female MPs from UML, 5 from Congress, 4 from Maoists, one each from United Socialist Party and RPPA.
In the 2074 election, MP Vimala KC, elected from Rukum West, got the opportunity to become the first woman minister of Karnali. Elected on behalf of the Maoists, she became the Minister of Land Management, Agriculture and Cooperatives of the state government. Being in charge of the ministry for about 4 years, she did some important work for the farmers of Karnali. During his time, agricultural loan interest subsidy to farmers, campaign to create organic province, subsidy to farmers and establishment of hi-tech nursery were done.
Similarly, in 2074, Sita Nepali, elected state MP from Surkhet, got the opportunity to become a minister for about 6 months. She became the Minister of Internal Affairs and Law when Mahendra Bahadur Shahi was the Chief Minister. Nepali, who is also a member of the Constituent Assembly, was in charge of the ministry for 6 months. She says that she has successfully fulfilled her responsibilities in a short period of time. Similarly, MP Krishna Shah, who was elected from Jajarkot in the elections held in 2074, also got the opportunity to become a minister.
On behalf of the Maoist center, she became the minister of economic affairs and planning of the state government. When Jeevan Bahadur Shahi was the Chief Minister, she had the opportunity to be a minister for 6 months, but she did not get to bring the budget. But she got a chance to implement the budget brought by the previous government.
Urmila Vishwakarma is also a woman who will get a chance to become a minister in Karnali. Vishwakarma, an MP elected from Dolpa, initially became the Minister of State for Physical Infrastructure and Urban Development. Chief Minister Rajkumar Sharma initially made her a minister of state to show the participation of women in the cabinet. But after being criticized for the lack of women's participation in the cabinet, she was made the minister of water resources and energy development. Energy Minister Vishwakarma is also an elected MP from the Maoist Centre. All the four women who were made ministers by Maoists were elected proportionally.
Currently, Vijaya Budha is a woman MP who got the chance to become a minister of the Karnali state government. He is the Water Resources and Energy Development Minister of the Yamalal Kandel-led government. She is an MP of Nepali Congress. Similarly, UML, which is currently leading the government, has made a woman participate in the government of Karnali province. UML has made Gamata Wik, representing Dailekh, the Minister of State for the Ministry of Physical Infrastructure and Urban Development.
The UML led by the government has made a woman a minister of state just to show off . Looking at the current government, the participation of women in the government in Karnali is not satisfactory. Looking at the data so far, the participation of women in Karnali government is only 14 percent. Women's rights activists say that although the constitution says at least 33 percent, women's participation in practice is hardly 14 percent.
Political parties are lacking in giving tickets to women or taking them to elections. All the women MPs in Karnali came from the proportional system . When selecting women from proportional representation, it is customary for parties to look for those with weak abilities and roles while selecting candidates,' says Tika Bista, a rights activist, 'I do not mean to call women MPs weak. But they don't want to take a woman who takes a stand that she will become a minister tomorrow, chairperson of a committee, and become a party leader. She said that the tendency to take people who can be mobilized reduces the number of women ministers in the government.
She said that it is not the case that men who go to the government are very capable and women who do not go are less capable. But he says that it is necessary for women to have more self-confidence. She said, "Instead of giving women an opportunity, there is a situation in which opportunities are given only in the name of giving them". She said that parties should also give opportunities to capable women. According to him, it is necessary to teach the MPs who were elected by this system by giving them an opportunity.
Advocate Geeta Koirala said that she feels that this situation has come about because the women leaders who have reached her place have stopped worrying about other women. Women who have reached leadership said that there is a need to think not only about themselves but also for other women. Along with this, he said that not only women but also male leaders should think to increase the participation of women.
