The Karnali Province Planning Commission has prepared a draft of the second five-year plan. The Commission has prepared a draft for the financial year 2081/082 to 2085/086 of Karnali Province. The commission that prepared the draft has also collected suggestions from the interested parties.

The Commission has named 9 different programs as 'Game Changer Program' of the province. Hydropower generation, organic and non-organic agricultural production, tourism development (tourism, religious tourism, agricultural tourism, adventure tourism), North-South Road Corridor (Karnali Silk Road) have been kept as game changer programs. .

Similarly, the Commission has stated that industry based on local production, quality physical infrastructure, entrepreneurship and employment promotion, innovation and digital transformation and youth skilled, competent, healthy and sound human resources can be considered as game changer programs.

Provincial Planning Commission Vice Chairman Suryanath Yogi said that the game changer program can be done by state government investment, state and local level partnership, development partners and foreign assistance, public-private-partnership, private sector investment and partnership with cooperatives, NGOs and communities. To implement these programs, the commission has planned to adopt the process of five-year plan, project bank, medium-term expenditure structure and annual policy, program and budget.

He said, 'The second five-year plan aims to increase production, employment and income and reduce poverty, to maintain easy and accessible access and intensive participation, to promote a creative, honorable and just society and to promote good governance and deliver the results of development to the common people. '

Similarly, agriculture, land management and cooperatives, minerals, industry, trade and tourism, labor employment and poverty alleviation and forestry, biological diversity and He said that the watershed has been prioritized for the development of the province. Yogi, the vice chairman of the commission said that infrastructure and connectivity, water resources, clean energy and drinking water, health, nutrition and population, education science technology and human resources, good governance and digital Karnali have also been prioritized for the development of the province.

In the first five-year plan, the annual average economic growth rate target is 14.9 percent, but only 3.15 percent has been achieved. Similarly, the commission stated that the target of 28 percent of the industry index was 10.2 percent.
