Vimsen Vick of Nalgad Municipality-1 Chiuritol of Jajarkot returned home to celebrate Dasain in the last week of October last year after almost 5 years. He used to drive an excavator in India and was living there with his family.

His wife Kamala and 4-year-old son Sanjay, who were planning to return after Tihar, lost their lives in the earthquake that occurred on October 17 last year. "Now that the festival has come, the earthquake and the pain of the son-in-law and grandson are bothering him," said his 50-year-old father, Hasta Bahadur Wik, "It is not yet one year since they passed away, how can we celebrate Dasain even in a temporary stay?"

After the house was destroyed by the earthquake, his wife Mahima said that although he lived in Tripal for 4 months and Tahara for about 6 months, he was unable to get 25,000 rupees for the second installment of temporary housing. 

Earthquake killed 13 people in Chiuritol last year. Even now, since it has not been a year since the death of a relative at home, no one has prepared for Dasai.

Surya Bahadur Giri of Barekot Rural Municipality-1 said, 'If you don't have a home, your village will feel alienated, so we have not even kept Jamra in Tahra.' ;.' 

Pahl Bahadur Mahar of Bheri Municipality-1 Rawatgaon, for the first time in his life, did not keep his Jamra this year . His family of 7 spent almost 3 and a half months in Tripal and had to live in a temporary tent for 7 months. "What is Dasain and Tihar for us?," he said, "We have to do everything from eating and sleeping in a room like a terrace, we have no job and we have not grown crops, how long are we going to stay like this?" He goes to India for seasonal labor from April to October and from November to March. Since the earthquake, he has not been able to go out nor find any other job in the village. He complained that he was worried about what to eat during the festival as the food provided by the municipality and the organization was running out. 

The fields of most of the earthquake victims in Nalgad are barren. Due to this, Gyan Bahadur Mahar of Nalgad Municipality-1 started worrying about what to eat in winter. He has been going to India for labor for about 9 months every year for about 15 years, when he came home to celebrate Dasai last year, the earthquake happened.

 'If it was not clear when the house would be built, then we could have gone to India and earned 1/2 month to bring it here, they said that we need the price of the house to complete the government process of the new house, so we couldn't go,' he said, 'we are living a more difficult life than livestock in Tahara. Bhesha Bahadur Mahar, his neighbor, said that his neighbor Bhesh Bahadur Mahar had become more violent after the arrival of Dasai. He says that the cold has started to increase again, so he has to cut the hard daily life in the coming winter. 

Due to the earthquake, 48 thousand 517 beneficiaries have been established in Jajarkot alone. Out of which 34 thousand 954 temporary houses have been constructed. The rest of the family is forced to stay in Tripal and the old house. According to Chief District Officer of Jajarkot, Umakant Adhikari, after sending the second installment of 25,000 for temporary housing to the account of the local level, it is being distributed through the ward office. 

Similarly, the second installment has been released for 16,000 earthquake victims in Rukum West. They were given money at the rate of 25,000 in the first phase for the construction of temporary housing, but this year, 40 million rupees were sent to the local level account, said Assistant Chief District Officer of Rukum West, Vinod Regmi. According to him, 32 thousand 6 beneficiaries have been established across the district.

  The federal government has allocated 21 billion rupees for reconstruction in the budget of the current financial year. But the amount has been kept in the bond fund of the Ministry of Finance, Barekot Rural Municipality Chairman Bir Bahadur Giri said. "That amount should have gone to the National Reconstruction Authority, the amount kept in the Abanda Fund can be taken anywhere later," he said, "Detail damage assessment has not been done yet, which makes it unclear when the reconstruction will be done." 

The Jajarkot Pragya officer said that there is a problem due to the lack of a procedure for reconstruction. According to him, the procedure is under discussion in the Federal Parliament.
