Local levels in Lamjung have started asking for the removal of structures built by encroaching on public and government land. Besisahar, Sundarbazar and Rainas municipalities have issued separate notices urging them to remove encroachments on public property. They have also warned that if the illegal structures are not removed, the local level will remove them themselves.
Besisahar Municipality has directed the government to remove houses, huts or other structures built by encroaching on government and public land, including roads, canals, ponds, masanghats, cow pastures, etc. within 35 days. In a notice issued on Tuesday by Acting Chief Administrative Officer Manoj Singh Bohara, the municipality has warned that if the encroachments are not removed within the specified period, the structure will be removed by using a dozer as per the law and the cost of the same will be recovered from the concerned person or organization.
In addition, if there is information that public land has been encroached on, the residents have been called upon to file a complaint with the municipality or ward office along with evidence. The municipality has stated that the details of the person who provided the information will be kept confidential.
Sundarbazar Municipality Chief Administrative Officer Ramesh Gharti said that a campaign has been launched to collect suggestions and complaints for the protection of public, private, parti, gaucharan, kharka, kulo, rajkulo, khola, river, school, monastery and temple lands. He issued a notice on Monday and urged people to submit complaints and suggestions in writing, email or online within 15 days.
The municipality has also said that it has started the work of collecting data to make public land search and protection effective. The municipality has also stated that the identity of the person registering the complaint will be kept confidential. Sundarbazar Municipality has also started a campaign to document buildings and physical structures. Houses built by mid-Baisakh 2083 but not approved by the map or with structures different from the map have been urged to come to the documentation process within 30 days.
Rainas Municipality has also warned that unauthorized houses and huts built on public land will be removed. The municipality has stated that if the structures are not removed within the stipulated time, they will be removed as per the law and the expenses incurred will be recovered from the encroachers.
Rainas Municipality has also tightened road encroachment control. Instructions have also been given to stop obstructing traffic by placing construction materials, shop goods or other items on the main and branch roads. The municipality has warned that action will be taken by taking control of the materials if they are not removed.
Local levels in Lamjung have recently started taking campaigning steps by prioritizing the protection of public property, management of unorganized settlements and control of road encroachment. Hariram Nagila, Chief Administrative Officer of Madhya Nepal Municipality, said that a notice will be issued regarding the removal of structures built by encroaching on public and government land. ‘I was on leave for about 2 months. I have finally come to the office. Now we will issue a notice and move forward,’ he said.
Marsyangdi Rural Municipality had already formed a committee to search for and remove houses and structures built by encroaching on public land. Although the people's representatives have accelerated the work, it has not been implemented in Marsyangdi alone as similar programs have not progressed elsewhere. Kholasothar, Dordi and Dudhpokhari Rural Municipality have also been issuing instructions to remove houses and structures built by encroaching on public land.
