Administrative reforms in Gandaki Province: 9 offices abolished, 185 posts cut

The Government of Gandaki province has decided to abolish 9 offices, reduce 32 offices to 17 and reduce 185 posts by restructuring the administrative sector. The decision was taken at the meeting of the Council of Ministers held on Monday.

Informing about the decision of the meeting on Monday through a press conference, Chief Minister Surendra Raj Pandey said that this decision will save 40 to 50 million rupees in the annual salary burden of the state government. He said, 'Our main aim is to reduce the administrative expenditure in the face of the public complaint that the provincial structure has become expensive and the state's expenditure has increased.'

The provincial government has gone into the first phase of implementation based on the report of the 'Provincial Administrative Structure Review, Study and Suggestion Committee' formed under the coordination of former secretary of the Union Government Sharad Chandra Paudel. Based on the report submitted by the committee on May 23, another committee was formed under the coordination of the chief secretary of the province, Khagendra Subedi. The committee submitted its report to the government on Sunday.

Seven directorates canceled simultaneously

At this stage, 7 directorates related to tourism, industry, agriculture, infrastructure, education and health and two provincial centers have been canceled. The canceled agencies include Directorate of Tourism, Industry, Commerce and Consumer Interest Protection, Directorate of Agriculture Development, Directorate of Livestock and Fisheries Development, Directorate of Infrastructure Development, Directorate of Forestry, Directorate of Education Development, Provincial Health Directorate, Provincial Health Training Center and Provincial Health Supply Management Center .

The responsibilities of these bodies will now be carried out by the relevant ministry's branch or division. Chief Minister Pandey said, "Even though we have improved the structure, we have ensured that there will be no impact on the service delivery." Industry-Tourism Office and Social Development Office have been merged and reduced from 11 to 6 each. Some offices have implemented the model of handling two districts.

Crop Protection Laboratory, Soil and Fertilizer Testing Laboratory and Provincial Seed Vision and Quality Control Center have been converted into an integrated laboratory. Agricultural knowledge centers and veterinary hospitals in Manang and Mustang have also been integrated .

The tourism and industry offices of two districts have been merged. It has been decided to merge the tourism and industry offices of Myagdi and Mustang and keep an office in Myagdi. Baglung and Parbat will be assigned to Parbat, Syangja and Kaski will be assigned to Kaski, Tanahun and Gorkha will be assigned to Gorkha and Lamjung and Manang will be assigned to Lamjung. Eastern Nawalparasi is kept as it is.  

A similar integration has taken place in social development offices . Offices will be kept at Myagdi in Myagdi and Mustang, Baglung and Baglung in Parbat, Syangja and Syangja in Kaski, Tanahun and Gorkha in Tanahun, Lamjung and Lamjung in Manang . Eastern Nawalparasi will remain the same.

Provincial Tuberculosis Control Center Pokhara has been merged with Provincial Public Health Laboratory Pokhara and transformed into Provincial Public Health Laboratory and Tuberculosis Control Center, Pokhara . Ground Water Resources and Irrigation Office, East Nawalparasi has been merged with Water Resources and Irrigation Development Division Office Nawalparasi.

185 posts cut

A total of 185 posts have been cut at this stage . In terms of category, 41 posts of official level, 96 posts of assistant level and 48 posts of other categories have been cut . The highest reduction of posts has been 57 posts in the Ministry of Health . After this, 25 posts in the Ministry of Agriculture, Land Management and Cooperatives, 24 posts in the Ministry of Social Development, Youth and Sports have been cut.

In the Ministry of Health, 1 post of deputy secretary, 3 posts of branch officer, 3 posts of accounting officer, 7 posts of nursing officer, 2 posts of computer operator, and 8 posts of accounting assistant have been cut. It is estimated that the annual salary burden will decrease by around 40-50 crore rupees.

22 posts have been cut in the Ministry of Forests and Environment. It includes 21 posts of forest guard and posts of Accounts Officer, Officer, Walli Development Officer . 14 posts have been cut in the Ministry of Energy, Water Resources and Drinking Water, and 14 posts have been cut in the Ministry of Physical Infrastructure Development and Transport.

The posts of Computer Operator, Economist, Sociologist, Administrative Assistant have been reduced out of 14 posts in Gandaki State Assembly Secretariat. 13 posts have been cut in the office of the Chief Minister and Council of Ministers.

No one will be unemployed

The concern has been expressed that the moral development of the employees will be affected with the cancellation of the office and reduction of staff. Chief Minister Pandey said that the job of any permanent employee will not be affected by this decision and there will be no problem of stopping their career development . Along with this, it is expected that there will be long-term savings in office operating expenses, pension, medical expenses and leave allowance.

The state government has also introduced the 'Employee Transfer and Employment Standards, 2082'. According to this standard, offices and geography are divided into four categories and there is a provision to work in other categories before repeating in one category. According to Chief Minister Pandey, the purpose of this is to stop transfers based on political access or favoritism and to maintain the tradition of transfer only after working in the same office for 2 years. He said, "This standard will enhance the institutional capacity by ensuring transfer according to qualifications." The

restructuring will be implemented in three stages. In the first phase, immediate abolition/merger structure and reduction of 185 posts, in the second phase, further improvements will be made after reviewing the organization structure, and in the third phase, final adjustments will be made after evaluating the service impact .

Before this decision, the state government had negotiated with the employee unions. The chief minister said that this decision was made based on the recommendations of the committee headed by the chief secretary. "The structures we built seven years ago, when the province was formed, the situation at that time was when federalism was implemented," he said, "Now after seven years of experience, some of the structures have not been proved to be very reasonable."
