Krishnaraj Dahal, the ward president of Kaski's Madi rural municipality-12, has been in America for a year. After his wife contracted DV, Dahal went to America in June last year to act as a ward member and has not returned. He gave the role of acting ward president to female ward member Lakshmi Giri on June 16, 2016, saying that she would be out of the ward for a few days.

Dahal gave the reason why he had to go to Kathmandu for a week for treatment as a family member was injured in the accident. Giri was ready to take over the work after saying that she would not work for many days and would return. However, in 2-4 days after that, Dahal flew to America . ``Farming should be done during the month of June, I would have told you not to give it to me . He told me that I don't have to come for many days,'' Giri narrated, 'I didn't even say that I wouldn't do it after I got sick. Two days later, there was a rumor that America had reached the village.' 

After reaching America, he sent another message to return in two months . Later again asked for 6 months time . He asked for a last chance to come back in a year. Even after a year, he has not returned . After the ward president lied several times, Giri applied to the village council office twice saying that she could not hold the office of caretaker. The chairman of the rural municipality and the executive asked them not to leave their responsibilities as they had no other options. After this, Giri has been holding the responsibility of the acting ward president .

She said that since the other three ward members live in Pokhara and Kathmandu, she took responsibility. She said that she is having trouble working in the ward because there are topics that she does not understand. "Despite understanding with the legal advisor, he said that the ward president does not have the right to do everything," she said, "Someone said it would be okay." The matter broke . She said that she was leaving her mother-in-law who was sick at home and going to the ward office daily.

When the policy and program and budget of the current financial year were being presented, last June, the Congress-UML raised the issue of the ward president being out of touch in the village assembly. After the decision to search for the ward head Dahal, the obstacle of the village meeting was removed. Then on June 17, Madi Rural Municipality passed the policy and program and budget. Village Chairman Devijung Gurung said that Ward President Dahal has sent a message that he will return to Nepal in the second week of October. We decided to search for him. After that he has said that I will come till the second week of October,' he said.

The rural municipality wrote a letter to the Maoist municipal committee on June 5 after the ward president Dahal had been out of contact for a year. President Devijung Gurung had sent a letter to inform the party whether he was in contact with the party and to inform him of his condition. Maoist Madi village committee chairman Mitra Bahadur Gurung said that he went to America without informing the ward president Dahal party. He didn't tell us anything when he left. Now, during the inquiry, it has been said that I will return in October," he said.

Even though Ward President Dahal is in America, services have been deposited in his bank account in Nepal. The village council's office has sent a total of 133,650 rupees to his account by collecting tax on seven titles for 5 months after he went to America. Based on the law made by the Gandaki provincial government in 2077 to provide facilities for the members of the village assembly, municipal assembly and district coordination committee, local people's representatives get service facilities.
