After one year of vacancy, the Chairman of the Social Development and Agriculture Committee of the Gandaki Provincial Assembly has been elected. Maoist MP Damayanti Ruchal was elected unopposed as the Speaker on Friday. Mahesh Bhattarai of Congress was the supporter and Lil Bahadur Thapa Magar of UML was the proposer on Thursday.

After being elected as the Speaker, Ruchal said that she will do her best to make the discussion on the bill and its implementation effective. "I will take the initiative to make the bill coming up for weekly discussion in favor of the citizens and keep the committee active to strengthen the implementation side," she said. Ruchal from Nawalparasi (Bardghat Susta East) is proportional MP.

In Gandaki, the opposition Maoist was ready to take the agriculture committee after the UML did not provide the accounting committee. In a joint meeting between the parties, the UML proposed that a Privileges Committee should be formed and if the committee is chaired, then the Audit Committee should be given. However, the Maoists rejected the proposal.

NESP leader Fanindra Devkota, who is a member of the Maoist Center Parliamentary Party, became a minister on May 30 last year. Gandaki Provincial Assembly Rules 2080 for electing the Chairman were amended after 7 months. For once, the regulations that removed the obstacles by providing a provision that the chairman can be elected within a month were passed by the parliament on March 26.

While there is a provision that elections should be held within 15 days of the vacancy of the chairman, there is a provision that elections should be held within 30 days for one time. The regulation was approved and published in the provincial gazette on May 25. The chairman was elected on Friday after there was a mandatory provision that the chairman should be elected by June 25. The committee meeting was held under the chairmanship of the senior member Mahendradhwaj JC for a year.

Last June, after the issue of government formation reached the Supreme Court, the election of the parliamentary committee chairman could not be held on time. The action taken by the Maoists against Devkota was annulled by the Supreme Court. After the dispute was resolved by the Supreme Court, on June 16, Devkota, a member of the Nepal Samajwadi Party, became a minister for the second time. After that, the provision of 15 days of the regulation to elect the chairman had expired.  A 4-member revision draft committee was formed on August 26 last year to revise the

regulations. The regulations that the said committee has cleared are currently being implemented and the Chairman has been elected through the provisions contained therein.
