Gandaki Province Foundation Day: Another 'tussle' with the Union Government for rights

It has been eight years since the Gandaki State Assembly was established on Tuesday. The state assembly and the state government collectively celebrated the foundation day of Gandaki province.

Chief Ministers, Ministers, MPs, and employees of the provinces have said that federalism has not been fully implemented and that it is creating a difficult situation to work because the union does not enact the necessary laws. 

Chief Minister Surendra Raj Pandey said that he had to fight with the Union Government for rights at the main ceremony of Gandaki Province Foundation Day held on Tuesday in Pokhara. It is not so easy to fulfill the unlimited desires of citizens within the scope of limited resources and means. However, Gandaki Province has always prioritized equitable development, he said, and has had to fight with the Union Government for the rights of building the physical and legal basis during this 7-year period He recalled that he was leading. The first meeting of the National Coordinating Council and the Inter-Provincial Chief Minister was held in Pokhara in June 2080 under the leadership of the Gandaki Provincial Government. In that meeting, a common opinion was decided on police adjustment, financial equalization, civil servant act, school education act, land acquisition etc. But there has not been much progress in implementation. Due to this, Chief Minister Pandey says that it is difficult to act in accordance with public expectations.

Stating that the single and common rights and agenda items given by the constitution in Gandaki have assumed legal and policy form, he informed that 72 different laws and 25 regulations have been made in the province so far. During the period of seven years, the provincial assembly and the provincial government are moving forward to achieve the goals by setting a path and fulfilling the national and international commitments by building a strong government base. He said that he needs to exercise more. "We should act responsibly before the citizens according to the constitution, constitutional agenda, existing laws, federalism," he said He pointed out the need to coordinate with the federal government and the local level in the implementation of the responsibilities received according to the constitutional rights to justify it.

Former Chief Minister of Gandaki and leader of the UML parliamentary party Khagraj Adhikari said that the legitimacy of the province is not only being questioned now, but it has been attacked since the constitution was made. He said that even those who do not want federalism should answer the question that federalism is expensive. There were almost 5 thousand village panchayats. There were 14 Zonal Heads, Zonal Panchayats . There were five regional administrators. There were 75 district panchayats, localities. Was it heavy-handed or not?,' he said, 'They tried to give tight governance to seven provinces by converting it into federalism.' Adding the fact that he was the Chief Minister for 51 days and the Home Minister for 13 days, he said that he was searching for the reason for the instability of the government. He also mentioned that Pushpa Kamal Dahal, chairman of the Maoist Center, did not play a role in the implementation of federalism when he was the prime minister.

Leader of Maoist Center Parliamentary Party Hari Bahadur Chuman said that effective implementation of federalism will not be achieved only by distributing the budget given by the union. He emphasized on the need to search for resources to make a self-sufficient province.
