The winter session of Bagmati province has proved to be unproductive after the infighting within the ruling party and even the opposition parties seeking a share in the budget.

The 5th session of the second term of the Provincial Assembly ended without any important work except passing a single bill. The winter session, which started on January 18, ended on Wednesday night. Provincial Chief Deepak Prasad Devkota has ended the current session of the Provincial Assembly in accordance with Article 183 of the Constitution on the recommendation of the Bagmati Provincial Government Council of Ministers which met on Wednesday morning.

On the same day that the government recommended the end of the session, the state assembly meeting called for 1 pm could not be held. The provincial assembly meeting convened on Tuesday was adjourned twice due to disagreements between the parties.

For a long time, opposition party Maoist, RPP and CPN (S) parliamentarians were coming to Bagmati seeking their share in the budget of the current year and various titles. Although the government has promised to address their demands, the opposition has been warning of blocking the House saying that it has not done so. In the same context, after the warning of the opposition, the government ended the session in an irresponsible manner.

The opposition has alleged that the government's decision to end the session while the discussions between the parties represented in the House were going on, especially on the activism of the Speaker Bhuvan Kumar Pathak, showed immaturity, arrogance of two-thirds and autocratic style.

CPN (S) parliamentary party leader Krishna Sharma Khanal has accused the government of deceiving the parliament to cover up its failure. "This type of action by the Bagmati state government has proven to be a complete failure. The act of deceiving the Parliament to cover up its shortcomings and failures will also affect the soon-to-be dry session,' said leader Khanal, adding that the possibility of pushing the budget session in an uncertain direction has also increased. Ratnaprasad Dhakal, Chief Whip of the Maoist Parliamentary Party, alleged that instead of seriously implementing the common agenda of all the parties represented in the provincial assembly, the government's policy of hesitating and confusing has been seen as a government that runs away from consensus and cooperation between the parties and has lost the morality of bringing policies, programs and even budgets. Gir Bahadur Tamang, deputy leader of the Parliamentary Party of RPP, alleged that the decision to end the session while the discussion between the parties was going on showed not only the immaturity and childishness of the government, but also the arrogance, arrogance and autocratic style of the government made up of big parties. He has warned that the government will also be affected if the Pelireh Barkhe session is continued in this way.

The House was in operation for only 4 days during the winter session. The Provincial Assembly held 6 meetings in four days and could not do any more work. The meeting held on January 26 of the Provincial Assembly unanimously passed the Bill 2081 to amend the Provincial Sports Development Act 2075.

The other 4 amendment bills were sent to the subject committee for quarterly discussion. From the current session of the Provincial Assembly, the government sent the bill to amend the Madan Bhandari Institute of Health Sciences Act 2076, the bill to amend the Provincial Industrial Business Act 2076, the bill to amend the Provincial Trade and Business Act 2076 and the bill to make arrangements for the provincial agricultural development, which was returned to the provincial assembly with suggestions from the provincial chief's office, to the subject committee.

Although preparations were made to submit the bill to the provincial assembly meeting after the weekly discussion, after the winter session of the provincial assembly meeting ended, the bill was stuck in the committee.

Bagmati Provincial Government spokesperson and Minister of Internal Affairs and Law Surajchandra Lamichhane alleged that the meeting of the Provincial Assembly could not continue due to the opposition party.

He said that he had to come to the decision to end the session due to the warning that the government would not allow the House to run continuously even though it was saying that it would meet the legitimate demands of the opposition.
